At a special mooting of tho city
council last evening, the franchise of
tho Portland Railway Light & Pow
er company, ovor which thero has
been a long dispute, passed with a
few important amendments.
Tho matter wa9 examined In sec
tions by the council with Councilman
A. N. Moorcs In tho chair and Mayor
Rogers on the floor, and after each
division had been carofmlly consid
ered, they were passed up to the city
attorney for approval. A motion by
Alderman Rad cliff to appoint Low,
Elliott and Frnser an a committoo to
flso make a final Inspection of the
frnnchlse and mnke a flnnl report
was passed.
A night car for depot sorvlco was
not Included In tho franchise, and
Alderman Greenbaum mado a motion
to amend tjils section nnd was see
onded by Alderman Radcllffo, but the
motion was not adopted.
An insert of nnothor am'ondmont
taking In a portion of Twelfth street
was added to tho franchise.
An amendment was made in sec
tion G to provldo for thcoporatlon of
enrs until 9:40 at night instead of
8:40 as proponed In tho draft fran
chise provided by tho company.
Alderman Radcllff mado an objec
tion to section 9 of the proposed
rlght-ofwny document whero It given
the company tho privilege of remov
ing Bhnde trees, dogging holes and
placing poles nnd Installing wirci In
front of nny property they so do
sire, but the council permitted It f.o
pnss after n lengthy discussion.
In tho bill rendered by tho electric
compnny thoro was no provision for
transfers Included.
Mayor Rodgors offered an amend
ment to tho frnnchlse licensing tho
cars $15 per year for operntlon. This
amendment was approved.
