w0 are able dimly to forecast tho fu
ture, and to see, as In a glass darkly
what will bo the social condition of
this country in the next generation
When, year after year, their statis
tics reveal the same movement, there
can be but 1,tt,e doul)t ot the ten
dencies at work or of tho forces
shaping the destiny of Britain.
The (Ir3t fact that appears Is thnt
the England of 19G0 will have a sta
tionary population. Unless thero 's
an earthquake' chango tho birth rate
II1 continue to fall, and by nil ap
pearances with Increasing velocity,
It has been docllnlng; steadily over,
since 187C, when It reached the high-
watermark of 36.4 por1000 of pop -
ulatlon, to which It gradually moved ,
up from the period sometimes called ,
tho "Hungry monies." tiiq flguro
for England and Wales last year was
only 26.3 births per 1000, so that In
31 years tho loss has boon 10.1 per
1000. Moreover, the fall last year
was the hoavlost over rocordod In
any slnglo year. Wo have, then, to
face tho prospect of nn England
which will resemble Franco In that
tho population will stand still or
only advance through Immigration.
Hitherto somo part of the loss of tho
birth rate has been mndo good by
a decrease In the denth rate, In
which tho fall between 1876 and
1907 has been from 20:9 to 15
denths per 1000. But this Is a pro
cess which clearly cannot continue
Indefinitely. A second fact which
appenrs from this concurrent decline
of the birth nnd death rates Is that
the England of I960 will be a
country with far more nged persons
and with far fewer young people.
Thero will probably bo a falling oft
in the gonornl health nnd vigor of
tho community, nnd, perhnps, a loss
of that ardont idealism which at
taches to youth and which is tho
most splendid virtue of thoso who
havo not passed through tho bitter
waters of disillusionment.
Yet nnothor feature of this society
which many of us will llvo to see,
will be tho smallness of Its families
The largo families will havo died out
except among tho aliens. It is In tho
alien districts of London thnt tho

The commercial future of the city
has not yet beon discounted. Whon
tin was at the top-notch figures there
was unusual activity and some in
crease In population, but hardly

mines to shut down and others to re
strict tholr operations, resulted In -a
temporary decrease In the number of
Inhabitants, but the recovery from
this Is already felt. Though tho com
mercial and mining situation Is
quiet, Oruro has lost nono of Its pres
tige. The prospect la that it will
continue to grow steadily, in addi
tion to Its advantages as a mining
center It will bo tho headquarters of
the railway companies, which will
havo their shops and roundhouses

means for a considerable population
