THE MANIA FOR POLITICAL
SUICIDE.
It has beon very strong with tho
old machlno loaders' in Oregon for
some tlmo.
Tho declaration of "Senator Fulton
that Statement No. 1 should havo
no binding offoct on 'Republicans IS
SfOT SOUND POLITICAL ADVICE.
If Sonator Fulton had been itho
nominee, and had rcpolved tho pop
ular voto ho would not bo peddling
flint kind of political garden seed.
It Sonator Fulton had come back
to Oregon and put In n month on
thd stump for tho election of Cnlw
HE WOULD NOT HE TALKING
THAT WAY.
John F. Carrol of tho Portland
Tologram Is n Republican to our
liking. He supported Cako but ac
cepted tho verdict of thp pooplc.
Ho hns an editorial Friday that
hits the nnll on tho head, as ho Ia
very capable of doing when ho sots
about It.
Ho has n llttlo preachment on
"Legislators and Uiolr Obligations,"
nnd it roads ni follews:
"It Is all right to speculate when
n plodgo Is not a pledgo but when all
Is said and dono In Its 1a8t. analysis
ii plodgo Is always n pledgo anl
nothing 01,10. Tho moti elected on
-a Statomont No, 1 platform solonin
ly obligated themselves to tho peoplo

they would vote In the loglslnturo
for any ono whom -tho peoplo. by
tholr votes designated ns their cholco
for Unltod States senator, If thoy
aro honorablo mon thoy aro left
with no option. Thoy accepted tho
nominations with tholr eyes wide
opon and thoy could hnvo been In no
doubt an to tho quality of tho ob
ligation thnt went with It. Fow If
nny of thorn aro In any doubt and It
1s Impoifllhlo to concclvo how nn
lionornblo man could havo any hon
est doubts,
"If a limn hns boon elected on a
Republican cholco platform or If ho
hnB boon olectcd without pledges
then tho matter Is strictly up to him.
Ho may do wlmlovor his Judgment or
ronsclonco dlctato3 In tho mnttor of
voting for a United Stntes senator
nnd thoro aro no reasonable grounds
rupon which his constituents can call
him to account, nut with the othnr
mon It Is different. With ro-poct
to tho election of senator thoy are
simply trustoes to carry out tho will
of tho poonl? who oloctod them. Thoj
nro loft without option in this re
aped for they have given up tholr
option. Thoy aro In tho attitude of
tho secretary of a convontlon.'ns ono
momb-oloct of the legislature put
It, who Is Instructed to cast tho voto
of tho convention for a particular
man. Tho secretary may dislike tho
mau but ho rccoglnzos that tho cast
ing of tho ballol'is a purely outward
formality and thoroforo, ns a mat
ter of course, ho does as ho is in
structed to do, though If loft to him
self ho' would hnvo dono otherwise.
"Most mombors-clect of tho legis
lature choorfully accept this view of
the case. They rccoglnzo and at tho
same time proclaim their obligation,
Dut in tills, connection it Is surpris
ing how many of thorn havo already
boon approached with attractlvo fi
nancial suggestion provided thoy
do tho "right" thing In tho legisla
ture. It carries one back to the
good old days when tho legislators
woro appealed to through tho sonso
of touch. Tho old way may have
been bettor than tho now way; "there
Is something doubtless to bo snld on
both sides, but the suggestions of
brlbory with which tho nlr Is al
ready filled aro not calculated to
nrottBo any violent antagonisms
ngalnsj. tho now way of electing senators."
