may bo thrown out of employment nnd much capital rendered Idle. The Federal Government io without any Jurisdiction "whatever" in' tho
promiBCs, and tho duty of conserving tho salmon wupply in the, Columbia dovolvea orif thjoystates of Oregon, Washington, nnd Idaho; but
this department has been charged by congress, with important fllsh-culturnl operation irio Columbia bn An, and has fCIt Impelled from tlmo
to tlmo to direct, attontlon to tho necessity for giving adequate protection to .the various 'specldii bf Salmon frequenting thnt Btream. Tho
department Is convinced .that tho run of salmon In tho Columbia can bo maintained for an "Indefinite porlod if artificial propagation s
supplemented by rational protection; but artlflcal propagation nlonj cannot cope with tho situation, and, as a matter 6f fact, the recent ex
perience of tho department has ahown that Us bonoflcent InborB aro rendered almost futile liy tho' failure of tho state to appreclato this fact.
Tlio Department sees no reason for advocating tho elimination of fish wJiccJh from the rlvta, as thero Is no cvlilcnco to show that this
form of apparatus Is particularly destructive to wi'mon. A condition that is specially favorable for the pasmigo of salmon namely, very
high urn ten renders tho wheels unsorvleenblo hnd, on tho other hand, periods pf very low water, when the fish nro much restricted in tlioir
movements, nro also unfavorable for tho wheels. During the past two or tlireo seasons tho catch of ra'Iiuon by wheels hns been compnrativ
i&y small; but even if it wore very largo it would bo n fact of no special significance in tho present connection.
Tho Columbia River Is, howovor, mndo to yield n quantity of snlmon far greator than regard for tho future' Bupply permits, and tho drain
is yearly becoming moro serious. No one familiar with the situation can fall to appreciate the menace to the perpetuity of tho industry
that is furnished by tho concentration of a tivnncndous amount of lived and Hoatlng apparatus of rapture in nnd near tho mouth of the river.
Tills apparatus comprises about 100 pound nets or traps, over 80 long sweep.sclnes, and more thnnt 2,!!00 gill nets, the last having an ng
grcgnto approximate length of over 570 miles; and thcjjp nppllonces capture more than 05 per cent of the fish taken in the Oregon and
