tanco of Irrigation to tho west, nnd
tho duty of protecting it fully nnd
fnlrly. At tho same time I want to
call your attention to tho relation
of tho sheop Industry o the gen
eral welfare of tho western people.

winter pasturing of sheop which are
grazed within tho National Fore-t
during tho summer. In such cns

market for tho products of agricul
tural lands In mnny localities I

fore evident that the Interests of
mnny Irrigators, as well as those of

It hns been suggested that were
sheep excluded from all Nntlonal
Forest ranges their places would bo
tnken by tho cattle of nearby Bet
tiers. This would be true In Borne
localities, but thoro nro largo areas
of grazing lands within tho Nation
al Forests thnt could not bo used to
advantage for cattle grazing on ac
count of distances from settlements,
roughness of the country, nnd the
kind of forage produced. Tho ex
clusion of sheep from these nroas
would menn tho entire, loss of their
forngo crop.
The forogolng considerations
should, I think, be giver: duo
weight In making tho Investigation
of Hhoep grnzlng which It ls pro
posed to undertake. Every effort
should bo mndo to utilize tho forngo
crop, the loss of which would bo a
loss to tho whole West. nut I.roe

as the forngo crop must bo used

tected .that no single Industry can
properly be allowed to dominate the
situation, nnd that tho uso of tho
Natlonnl Forest rangoa must bo
