might take the lead. Then the na

weight that if tho Kansas legislature
shall onaot tho proposod law It
should at the Bame time make pro
vision for a muoh moro rigid super
vision of the banks that will be af
fected by It. Those among them
which aro prudently and successfully
managed should not bo taxed to
make good the loaas of banks which
would not havo failed If the officers
of the state had exercised due vigil
nnco. Tho stato should supervise the
banks as closely as If It were hold
dlrootly responsible for the loses of
