CONTRACT
AWARDED
After Months of Delay Work.
Will Begin on Floor of
North Salem School
After months of unnecessary de
lay and anunusual amount of politi
cal log-rolling, the contract for put
ting a cement floor In the basement
of North Salem school was awarded
Saturday night to O. C. Kennon for
$555.75. Mr. Kennon was the only
bidder and the board authorized him
to begin work at once and complete
the job as rapidly as possible.
The history of the cement floor In
this school house is long and amus
ing. Several months ago, the board de
cided that It was necessnry to have
tho work done and bids were ad
vertised for. There were two bid
ders, Mr. Kennon whoso bid was ap
proximately ?575, and August Ker
berger, who put In a bid at so much
a square foot.
Tho matter was in the hands of
tho committee on repairs of which
Director A. A. Lee is chairman. In
tho meantime Dr. W. H. Byrd, chair
man of the board, had forgotten who
was on tho committee and meeting
Director E. M. Crolsan, said to him:
"Ed, I believe you are on tho com
mittee on repairs; if so, you had bet
ter see about that floor."
Mr. Crolsan went to Mr. Lee. The
latter told the former he was not a
member of tho committee but ho
would consult with him anyway. Mr.
Crolsan then privately awarded tho
contract to Mr. Kerberger and the
gentleman went to work and put in
about one-half , of tho floor before
tho members of the board were
aware of it and could stop him.
Members of tho board who say
they wore willing to wnlvo the irreg
ularity of tho contract, wore very
much dissatisfied with tho manner in
which Kerberger did the work. Tho
board held another meeting and or
dered KeVberger to tako out his
work. This ho failed to do". An
other meeting wns held and an at
torney was secured to give legnl ad
vice. Now bids wero then ndvertised
for any only ono received, that of
Mr. Kennon on which he was award
ed tho contract Saturday night.'

vised that body to ignore tho cement

Professor L. H. McCann, of Port
land, was engaged as a substitute
for Professor Peebles for ono month.
Professor Peebles is seriously sick,
and his place has been filled for a
short while by Professor E. H. An
derson, who was unablo to keep
away from his own work any longer.
It was decided that when the pres
ent insurance policies expiro In what
is known as tho "six bit" companies,
they bo transferred to more stable
concerns. Twelve or tnirteen policies
will expire in a short time.

population of Marlon county Is esti
