Battleship Designers Compete.
Washington, Sept. 21 The navy
lepartment is In receipt of numerous
inquiries from experts in naval con
struction In civil life", who desire to
enter the competition of designs for
the new battleship. Something like
!0 serious propostlons have been
submitted from as many sources In
juring as to the chief characteris
tics and asking for further statistics
(regarding the ship.

ressel of proportions and quallflca-
jkms at least equal to, if not super-
pr to, the biggest and best of the
type abroad, has introduced an ele-
lent of uncertainty as to what
rould be regarded as an acceptable
ressel. The navy department au-

twill be a lively one, and will result
E in many new, Ideas of battleship
equipment, including the fighting
power of the ship as represented by
an arrangement of the ordnance,
and In the protective quality arrived
at by lessening the effect of the gun
fire of the enemy. The competition,
therefore, will place the navy depart
ment In possession of some new
Ideas, but It Is a question whether
these may be used wlthoujt compen
sation to their authors. It Is not ex
pected that the approved design will
come from a civilian source, al
though, as has been stated, It Is ap
preciated that details of construc
tion and equipment of valuo are des
tined to bo derived from the compe
titors. The navy department has
sent practically no information to
theso civilian designers. Some of
them asked for so much Information
that It would have been Impossible
to comply with the requests without
entailing much labor upon the de
partment as well as running the risk
of Incurring the charge of favorit
ism In giving more Information to
one competitor than to another.
To Entertain American Sailors.

To Drill With Bayonet and Sabre.
Washington, Sept. 21. Special
Instructions are to be given here
after In the use of tho sabre, a new
type of which was recently adopted
;for the army and Is about to be Is
sued to the cavalry. A special com
mittee of the general staff has been
hard at work on the new regulations,
the carrying out of which Is consid
ered of Importance, to the end that
there may bo a complete control of
tho body, development of skill and a
stimulation of the mental faculties,
which, the experts say, are the re
sult of the new exercises with the
weapon. The use of the sabre In
practice, to which all officers and
enlisted men of the cavalry will be
required to conform, Is expected to
promote coolness, presence of mind,
courage, confidence and quick deci
sion In moments of danger. There
are alfio being prepared some new
regulations relating to the use of the
bayonet. President Roosevelt be
lieves that there should be ample
practice In both sabre and bayonet
manipulation', not only with a view
of familiarizing officers and men
with tho use of those weapons In
comat, but In order to give them
readiness and precision of movement

Congressniini Burton Investigating.
Columbus, Ga., Sept. 21. Con
gressman Burton, chairman of the
rivers nnd harbors committee of the
national house of representatives,
arrived here, this morning and will
take a trip down the Chattahoochee
river to the bay, for tho purpose of
making a personal investigation of
tho needs of the Chattahoochee flint
and Apalachlcola rivers, for which
congress has been asked to make ap
propriations. Mr. Burton was re
ceived upon his arrival by a com
mltteo of the Columbus board of
trade and will be the guest of the
board during his short stay In this
city. Ho will be entertained at din
ner and a reception will bo given In
his honor.

The Greater Salem Commercial
Club held a meeting In tho city hall
last evening, at which time delegates
to the convention of commercial
clubs, to be held In Spokane, Wash
ington, Tuesday, September 25th,
were chosen. The delegation will
consist of H. B. Thlelsen, John II.
Scott, Frank Davey, Geo. F. Rodgers,
J. L. Stockton, August Huckesteln,
L. K. Page, D. J. Fry, Hal D. Patton
and Paul R. Wallace. President
Derby was empowered to appoint
five more delegates. Tho meeting
promises to be -one of tho most im
portant held In tho Northwest this
year, and Salem will havo one of
the strongest delegations ever sent
to a convention of similar character.
