ed right on that. Coos Bay has de
termined to create a harbor commis
sion, levy a tax, issue bonds, buy a
dredge, go to improving1 tho insido
channel and ask the government to do
its part.
But In addition to this disposition
to help themselves THERE MUST BE
A GENERAL POLITICAL PROGRAM
TO STAND UP AND FIGHT FOB
OUR COAST HARBORS. Tho popu
lation of tho coast region, the assessed
values of thciT, property, the wealth
of their cities, their industries, their
commerce, their banks, their ship
ping, their coal mines and timber, and
mineral wealth, their votes and their
public men and members of the legis
lature, all bear a relation to the whole
state, that must be brought to bear
on tho situation with constantly in
creasing force until results and recog
nition are obtained. When that is
dono everlastingly tho coast harbors
will bo treated with respect. THEY
WILL GET DOLLAR FOR DOLLAR
WITH THE COLUMBIA. And not
unltll then will they got it. Not un
til then will -justice bo done. They
will never get justice until they ae
prepared to stand up and demand
their rights, and fight for them' until
they get them.

istered a protest as to tho quality and
quantity of food served to thorn as
well as tho sanitary conditions under
which it is eorved,
For a week or 60 after tho camp
was established uncooked rations
wero issued to tho refugees by tho
Red Cross society, end this method in
providing for tho multitude seemed t
bo satisfactory to tho people, as they
could tako tho food to tholr individual
teats and cook it to suit themselves.
Later tho Red Cross entered into a
contract with Da Dessaoad, who had

tho outskirts of the crowd attempted
to start a small riot by crying: "Tear
down the souphouse," "Burn, tho bean
baorel," etc. Tho coolness of tho older
refugees and tho presonco of tho Teg
ular troops prevented possible trouble.
John H. Helms, tho civil captain of
tho camp, and cloven other prominent
refugees, wero selected as a committeo
to draft resolutioas protesting against
a continuanco of the cook houso system
of feeding tho people camped in tho
square and) asking that tho Red Cross
society return to tho ration system,
by which tho people can cook their
own meals.
This committeo met on Saturday,
evening and yesterday aftornoon.
