was established by an act of the logls
laturo of 1D03, A board, consisting of
tho governor, ecoretory of state and
stato treasurer, delegated by the logis
laturo to choose a oommiMionor, on
Juno 1, 1000, soleetod O. P. Heff, tho
present incumbent.
The bureau is for the purpose of
gathering and compiling labor and in
dustrlal statistics and to better the
eondition of the laboring people in
mills, factories, eta., looking to the

thereby lessening the accidents to em
ployes and damage suits to employers.
During the last year Mr, Hoff has
visited 000' plants of the different
kind, making suggestions for improve
meats that in most eases have been
acted upon. Courteous treatment and
a disposition to follow the advise given
by the Commissioner has been mani
fested by tho employers everywhere.
The coming year will be devoted most
ly to gathering and compiling statistics
for tho next biennial report of the
bureau to the legislature.
Before entering on his duties as earn
mlwlonor of labor Mr. Hell was for
many years outplayed by the Southern
Paelfle Hallway Company as freight
clerk and agent. Prior to that he
worked at various oMMrmtions, princi
pally en farms, in the timber and in
mills and talae.
