are many business men in Portland
who realize the necessity for the de
velopment of the, whele state.
The people of Western Oregon nnd the

reached a point where they must light

to formulate some sort of a program
to improve our oommerslnl relations
with Germany. It Is necossnry to make
a new trade treaty, as tho prosont one
will expire In about throe months. Ne
gotiations are under way for such a
rniv. but It is doubtful If they can
fyfe completed by that time. Therefore
a temporary agroement will be prob
ably necoaeary to remain in force un
til a new treaty can be approved. Ger
many laelsts upon some Important
modifications of our tnrlff schedules,
claiming that at present we have much
the advantage In the trade between
the two countries. A e.hange, It Is
claimed, would lm mutually advantag
eous and largely Increase the eommcrce
between the United States and Ger
many. However, every alteration will
be bitterly fought by the stand pat
ters and the prftepeetn of an agreement
at an early date are not bright.
