council that tho charter of this city
does not confer upon this body tho
proper authority, nor any authority, to

matter of protest or contest ns between

Attorney P. II. D'Arcy appeared for
tho contestant, and entered a protest
against tho adoption of the resolution.
Alderman Bayno raised a point of or
der on tho grounds thnt tho matter was
still ponding, nccording to tho resolu
tion adopted at tho last meeting.
Tho proceedings of tho last meeting
wcro then rend and tho point was over
ruled by Mayor Waters.
A vpto was then taken and carried,
every alderman voting yes, with tho ex
ception of Bayno, whd voted no.
On motion, tho council resolved itself
into a committeo of tho whole to con
sider tho budget for tho ensuing year,
nnd Aldennnn Gesner was called to tho
chair.
Tho report of tho committeo of tho
whole, which wns adopted, was as foleows:

622 nnd tho necessary. taxlovy for city
purposes 10 .mills, ,road '.tax Vfe mills
and road poll $3 per capita. A tax of

posed, but, after discussion, was de
feated, and 'an .appropriation of $500
was made for tho parks.
