I havo perfect confidence and ns suranco that the return of the city government to Republican manage ment will bring prugrww along all Jlnurt and (mure successful flnan'clal administration of our city affairs. Duu to tlie effort of our Commmer clal club and a progressive legis- latlvo delegation, Greater Salem has become a reality. With greater charge and larger re BpowrthlllUes falling upon us, we as the newly elected repreeefltotlves of tie peoide, must take hold villi n firm hand, and pursue Intelligent k1I otas of government. Wu owe It to our pride, at well as to our eoMtlluents, to deal with nil questions with our grenteat sense of right nnd Justice, and not to allow any senaOjOf limitation to bind our hands from free nod progressive legis lation. In mourning the unfinished bunions of our predecessor, we cheerfully taku up the work, nnd It Is our In tendon to mako all the progress, pos sible with what means wo already bare, and all that we are nhlo to enlist. Tho question of Improving our trvoU, beautifying our town and In other vays bringing this municipality up to the highest standards of clean line, Is under agitation. Wo hasten to extend to tho cltlsons our hearty import towards all suoh measures, and wean to enforce all present lawn, rulwa and regulations, under our new charter, Whore any deficiency may appear let us remedy the same by proper legislation to justly promote ever legitimate referm: movement and we beg lit return the cooper atlcm of our oUlgeua In private work and personal lutenwt. The Popular Loan. I wish to especially cnll attontlon to tho fact that 130,000 of tho hereto fore mentioned bonds of Indebtedness aro past duo. I would recommend the Immediate refunding of theso bonds at as low a rato of Interest obtaina ble, and would also recommend what is tormed "tho popular loan" plan as tho best means for this redemption. Keep our money at home. Give our own people the first opportunity to Invest In tholr own Securities, and not send largo sums In lntoreet awny from Salem ovory year, whoa under the "popular loan" system this monoy would bo paid out to cltlzenn at homo, and they would at tho same tlmo become stockholders nnd sure ties for good huelnese administration. As tho rovonues of tho city for this current year nnd tho apportionment of funde for the various departments nro alroady determined undor tho charter by tho retiring city bftlclals, no furthor roforonco to our financial situation Is required. Protection to Merchants. Anothor mattor of vital Imporlanco Is tho propor protection of our mer chants against transient venders, fakirs, Imported bankrupt stocks, all of which chenpon ontorprlso and ro duco tho commercial standing of tho city. Our city laws should bo amend ed to socuroly protect our taxpajing merchants from tho "hawkors" of wnros whose only business Is 16 re lievo tho public of money nnd to pny Into tho city trensury an Inslgnlfloant sum for tho privilege. Without building a Chinese wall about our city, lot ub protect legitl mate commercial onterprlse and on- courage the rouldont ami permanent ly situated morchant. In connection with the matter of protecting our legitimate mercharite from transient venders, I desire to call attention to a clnw of vendors fakirs, who aro permitted to stnnd upon trie etreot comers, under tho protection of our city laws, and de liberately nib, defraud and cheat our people. I would recommend that all such Pillaging entorprisee be ruled off our streeta. such llcensoa be repealed and strloken from our source or revenues, and that such fakirs bo prohlbltod irom appearing upon- our public thoroughfare. A few dollars added to our city treasury will not compensate for the hundreds of dollars taken In return. Co-operation on tho part of The citizens in tho wny 6f cleaning and Improving our streets would bo an effective move. In referring to this matter of cleaning and Improving our streets I would recommend tho "rock pile" be established nnd our city prisoners bo placed at work. Labor performed by tho city prisoner? should bo of a character that will not doprlvo labor ing mon from employment. To give all tho employment possible from the city government ta our worklngman Is highly Important and propor, and I heaitlly approve of thoso provisions of our city charter guaranteeing rea sonable hours and compensation for labor. I would earnostly recommend an Immediate renumbering and renam ing of our streets. That the name of ovory street be placed In a conspic uous position and that all residences be correctly numbered. It Is dlfllcult without n propor system of house numborlng and street naming to lo cato any given place, and with In creasing population, tho soonor this sorlous defect Is romedled the bettor for all. Whilst awaiting rovonuoe from future taxation, we can always consider their want. Lot us glvo them overy possible protection fromj lire, improvo their driveways and give them street lights where and when practicable. Some time may bo re quired In our settling down to smooth and good "working ordor," but co oporatlou and ready attention to all such matters as arlso In tho conduct of an enlargod and greator city gov ernment will preclude anything but a prosporouB and harmonious adminis tration, uesldos lire protection the people of the new wards need some police protection to keep down the hoodlum spirit that somotlmos does Injury to property and has on more than one occoalon mnnlfeeted Itself In disgraceful Interference with pub-llr-worblp. Septic Sewerage. The Important question of sewer age Is before Greater Salem. The In creased boundaries will bring Into the city limits thouenmte of homes and residences with which connection to rage is impossible.
