The Jones bill In the house Is aimed to cure the car shortage evil from
which Oregon has suffered Incalculable Injury the past season.
That bill Is modeled after the Texas act, and Imposes severe penalties
for failure to furnish cars within a reasonable time.

The corporation subsidized press of the state Is mute on the subject, and
will not give the people the facts about car shortage.
Salem Commercial Club Report.
Following Is the report made by the Executive Committee of the Greater
Salem Commercial Club, at Its regularmeetlng Tuesday evening:
"To the Members of the Greater Salem Commercial Club: In his annual
report submitted to this organization a few weeks since, President H. D
Thlelsen recommended to this club that an Investigation be made Into the
alleged shortage of cars on railroadf In Western Oregon. On motion of
Mayor C. P. Bishop, a commitee of three was appointed, he expressing a
wish not to be on that committee, and their report on the local conditions
at Salem has been completed and made to you this evening. Considering
that this Is not a local matter, and that we had Interests In common with
the whole state, the secretary sent out circular letter to many of the large
shippers of the state, asking them to give this club specific statements of
car shortage, and actual financial Joss from that cause. The replies are
contained In 54 communications fro n sawn ill firms, flouring mill tlrmt
grain shippers, produce shippers ami wholesalers, reciting failures to fur
nlsh car service for the past three months, and reciting losses ranging from
$50 to many thousands, and, In some Instances, ruined' Industries. The loss
of trade to Western Oregon, the destruction of markets Indicated, besides,
the loss of profits to individual firms Is almost Incalculable. The grain and
lumber trade of Oregon has been largely driven out of California, and the
new freight rated that are to go into effect January 1st are, from the view
expressed In these letters, In effect largely prohibitory upon future busi
ness. Car shortage is shown to have ben a constantly Increasing evil for
several years, but never before as bad as It has been for the past four
months. The rolling stock naturally belonging to thlo territory seems to
have been systematically diverted by traffic managers who have greater
Interests elsewhere. The most grievous complaints come from the lum
bering Industries In the Interior of the state, that seem to have suffered
from a depression in the market on top of which the cur famine, and pro
posed advance of rates, falls with undeserved and destructive force. Noth
ing but the powerful hand of state legislation oan remedy the evil.
