As there Is some activity among
city potlUdans it la worth while to re
view what has been accomplished In
a general way during the past four
yeara by the Salem cltlcn's non
partisan government.
The charter that was than secured
In accordance with tho baslnese poli
cies demanded by tho people when
they put the lllahop-Judah roclme In
power ha tfroven a workable and sat
isfactory document
The financial policy, of tho city, ox
pressed In the Idea of living within
the city's Income and creating no new
debt whatever, has bean strictly ad
h'erwl to and that pledge has been
kept to the letter.
In those four years the floating dobt
of the city been either refunded
at a lower rata of Interest or paid off
and the city put on a cash basis.
Floating debt refunded was done
at four jier cent interost on the popu
lar loan plan. The debt has been
scattered among a great many people
and the Interest kopt at homo, besides
making the holders interested In con
tinuance of good government.
No fictitious criminal cases havO
been trumped up for the foes In thorn
and where the state casos wore neces
sary to be made tho fees wont Into
the treasury and not Into the pockets
of the officials.'
All officials have beon on a flat sal
ary and have made no grafts of feos
directly or Indirectly, from nny source

tained with reasonable ofilcloncy.

the city limits.

former conditions. A large saving
has been effected, debt reduced, rev
enues Increased, expenses diminished.
Of course. It Is possible to crltlclso

Is for the people to say whether Its
good qualities outweigh its shortcom

spected and well-known cltlson of Ore
gon, and more especially of Linn coun
ty, as It has been his residence for 49
years.
Mr. Potter crossed the plains with
his parents when a boy or eight years,
In 1863. He was born In Gentry coun
ty, Missouri, January 10, 1845, and at
the time of his death was 67 yoars, 9
month and 15 days old. Ho was mar
ried to Miss Susan Miller, February
14, 1S70, who survives mm. hi--
