LONDON, April 5. Tho afternoon

Rhodes' amazing educational request,
and see In It a magnificent hid for tho
friendship of tho United States.
The Will In Brief.
LONDON, April C Tho will of Ce

scholarships to each of tho presont
states and territories of tho United
States. Tho will of Mr. Rhodes also
provides for flvo scholarship!) for stu

ho nominated by Emperor William,
and commenting on tho bequest of Mr.
Rhodes, in a codicil telegraphed from
South Africa, said
"For a good understanding between
England, Germany and tho United
States will securo Uio peace of tho
world, and educational relations form
tho strongest ties.' Regarding tho
South American scholarships. Mr.
Rhodes said
"Whorcas, I deslro to oncourago and
fostor an appreciation of tho ndvnnt
agos which I implicitly bollovo will
rosult from n union of tho English
spoalung peoples throughout tho
world, and to encourago In tho stu

tachment to tho country from which
thoy havo sprung, hut without, I hopo,
withdrawing thorn or their sympathies
from tho land of their adoption or

Of tho magnlficont bequest William
Stead says:
"Tho will of Cecil Rhodes is In ovory
respect worthy of Its author. With tho
exception of somo family estates In
this country, tho whole of which la loft
to his only relatives, Mr. Rhodes has
dedicated his wealth In diamonds and
gold mines to public uses. Its dlsposl
tlon Is dictated by what was over tho
dominating prlnclp.' of his llfo.
"What renders this will of excep
tional Interest to Americans is tho
fact that It reveals for tho first time
undor his hand and seal that ho was
no moro British imperialist, but that
ho was essentially a citizen of tho
United States, of tho English-speaking
world."
o
A Curious Provision. I

featuto Is that as each Icgateo dies,
