Tho Sttlom council Tuesday ovonlng took tho preliminary stops Uiut may result In tho installation of a munici pal oloctrlc light plant at some future timo. An appropriation of ?G0 was voted to onablo a special commlttoo of Uio council to Investisato avallablo water power altos within a radius of forty miles of Balom, with a view tb purchasing tho most deslrablo proper ty. Tho city Is now being furnlshod a strcot lighting sorvlco by tho local company at ?2,G00 per annum for 35 arc lamps of 1,200 candlo powor each, under a flvo-ycars' contract, that has been about half fulfilled. Dissatisfac tion with the present sorvlco has boon expressed by mombors of tho council, who nllego tho inadequacy of tlio iitrcot lighting, and this has resulted in tho agitation of tho public owner ship question. It Is tho purposo of tho council, which Is a unit on Uio matter, to bo In a position at tho ex piration of tlio prcaont contract to provldo for its own wants in this rela tion, unless moro advantageous and satisfactory arrangements can bo made. Even should tho city fall to in stall an oloctrlc light plant, and utll Izo tho water power It Is proposed to purchase, members of tho council aro of tho opinion that tho Investment would provo safo and prudonc Tho mattor was presontod by Oris wold, chairman of tho special com mlttco on electric street lighting, ap pointed at a provious mooting, to In vestigate and roport upon tho present faulty street lighting sorvlco. Chair man Orlswold reportod that tho sor vlco was unimproved, and, If anything, worse than when investigation was ordered. Ho thought tho timo had ar rived whou Halom should tulco stops toward acquiring its own electric light plant. Ho asked tho council for an appropriation of JGO to enablo thocom mlttoo to visit and Inspoct tho various Rateable wator powor sites about 8a lom. Harrows Jumped to his feet and questioned tho proceedings as impru dont nnd llladvlsed. Thought Uiero remained ntnplo timo for providing a dlfferont system boforo tho prosont contract expired, and cautioned his colloaguos against hnsty action. Orls wold replied, and when ho oxplnluod that a wator powor slto capablo of fur nishing 1,000 homo powor, and con veniently locnted from Salem, could bo purchasod for ubout $G0, llurrows withdrew his objections, nnd was tho first to voto for tho requested $50 ap propriation. Utiswold stnted that ho had Investi gated tho mattor, and bad learned that a complete oloctrlc light plant of sut llclent cnnaclty for tlio city's needs, could bo Installed by tho municipality for 1 10,000. Since tho city wns paying 4 per cent, interest on a bondod in debtedness of $07,000, ho thought it might woll consider Uio project ns an advantageous ouo. Tho Installation and oporntlon of such a plant would offoct a saving of Ifl.GOO per year ex ponsoH for stroot lighting, which rop rosnnta intorest paid annually on bonded Indobtcdnosa. Recorder Judah stated that, In a conversation with Portland parties, ho recontly learned that a systomatlc movo wan on foot on tho part of largo manufacturing concerns of Portland to acquire for future control all tho water powor of Wostorn Oregon. In vlow of tlioso conditions ho thought tho council could mnlco no mistake in Inventing In such a wator power boforo tho opportunity would bo dofeatad by tho oxtonslvo purchases of tho Port land corporations. Mayor MIhIiod thought It was to tho host Intercuts of tho city that tho' proposition bo thoroughly lnvostl gated, ns it would bo only a mattor of timo until nil cities that can will own tlelr olcctrlo lighting plants. Aftor somo further favornblo discussion, council unanimously voted tho ex Pcuboh of tho investigation. Chair man Orlswold has boon offered flvo dlfforout wator powor sites within 40 mtlos of Salem, nnd will at onco in spect tho name, with Uio assistance of u practical cnglneor, ascertain tho tmo valuos of tho proportloa and ro port his findings to tho council. Tho mattor of clonnlng up tho alloys In tho bUBinoss district of the city wns called up by Stolz. This proolpltatod a lively debato, Including a splrltod colloquy botwoou Stolz and llurrows, uio discussion lasting nearly an Hour. Tho mattor was finally takon from Uio hands of tho ways nnd means commit tee nnd placed with tho ordinance commlttoo, with Instructions to em ploy legal aid, and draft an ordinance for tho graveling nnd grading of al loys In thu olty, tho ordinance to bo presented to the council at Its noxt meeting. Tho commlttoo on streets and pub lie property was dlroetod to confer with tho county courts of Marlon and Polk counties regarding tho annual repairs to' tho Wlllamotto rlvor bridge..
