WHAT AILS THE SILVERTON MO
TOR LINE?
The Salem rush Olub spent an hour
, dismissing tho proponed subsidy (or the
Sllvorton motor lino, and a good spirit
vraa developed, Tho Club (cols so if it
would liko to quit talking and push this
ono enterprise to completion.
If tho subscription had boen started
in tho right way it miajit havo been
raised beforo this titno, but it can stilt
bo set Tight and raleed by the peoplo of
tealetri. Inside of CO days.
As (ho'tnatler atnnds itisn proposN
tlou to raiso and pay $20,000 for tho
purpose of having somo ono in the east
Induco capllaiista to build tho motor
lino. Tho $120,000 la not to bo paid until
tho whole road is built and in operation,
v That scorns fair but tho peoplo do not
understand it or bollovo it. It scorns too
far around, dolus sotnothlna; at too long
ft range, and tlioy will not take hold,
If tho proposition woro changed so at
to road that Salem peoplo would r'vo
$20,000 towards grudluj tho first Ave
jaiilos of tho lino to any company that
would ploJeo itself lo build und opornto
tho lino, tho enterprise would bo In
moro tangible form.
Let us chango tho form of tho sub
scription so that what is subscribed will
go direct Into tho work of construction,
Instead of being used to Induco capital to
go Into tho nlorprise.
ThlS Is a business proposition and
thoroia enough good businosa Intelli
gence Among tho ponplo oi this commu
nity to pay euoh a subsidy if thuy can
only bo mado to boo that thoy aro actu
ally payfnjr, for eomolhing tangible and
that scorns reasonable.
This !k said with an oarnott dostro to
remove obstacles and tnnko this enter
prise possible.
Tho people 'aro ready to tako hold of it
when thuy cau understand tho propo
sition plainly but not until thou. Let
us inakolt plain,
ABOLISH ATTORNEY OENERAL.
Tho uselossuoss of tho ofllco of attor
ney general is shown by at least two
facte, While) tho city ofBaletn won Its
sult'ori tho Anson bond, tho stato was
stipulated out of court in its suits on tho
Geo. W. Davis bond. Whllo tho attor
ney general decided tho statu could not
recover ita Insuranco on tho reform
school policies, the statu ofllclala aro
proceeding to recover by hiring ou ont-
nldo sttornoy. Tho attornoy general
doubtless gavo tho host ndvlcohu had in
theso matters, but tho otato would get
better advice If it hired tho bent lawyers
it could get when it needed advice It is
paying$3000 a year for an attorney gener
al and something (or an aisistaut and it
gets a political nomluuo. Half tho mon

eral who wins no' Judgments (or tho
state would hire somo non-political la

for tho treasury and waka the ofllco

HOW TO IMPROVE OUR SCHOOLS
8fl!ra tohoOpdlstrlct has voted an
eighttsniir school tax, whllo Portland
eohoordlntrlct lories 2.0 mills and runs
a high sohoo) and toaobes branches
that afelioC taught hero, Bovon mills
on an Increato -of twenty percout ia
valuation will bring In moro money this
year than ght mills did last year. On
this high'lovy8alcm school dlstrlctought
hove money to burn this coming yoar
and pay off nearly all tho four percent
notes. By an adjustment of the grades-
(or which a comtnltUe was appointed
that has nover done anything- more
grades contd bo taught In tho (our largo
schools. Tho central schools should be
abolished and all tho children mado to
goto the (our large buildings whero
therois room to spore. They would
havo not so far to go as tho children
from Highland and Morningslde, and the
Highlaud school was cut otT on tho
ground that tho North Salem school
would hold them all. Tho property of
tho Central schools should bo sold and
tho monoy applied on the doht of tho
district. The (our large schools should
each havo a principal competent to teach
thenino grades or ony other grades
tho peoplo estoblieh. The dis
crimination in 'favor of the East
Salem school is a detriment to tho other
parts of tho city, as peoplo will not
build homos whore their children can
not comploto the common branchos.
REPUBLIC OR WHAT?
This Hspubllc Is sending a deputation
of millionaires to the coronation of King
Edward. It Is preparing a royal recep
tion for the German crown prlnco Henry
who is to make n tonr of tho largo cities.
Tho army and navy will bo used to do
honors to a crowned prlnco, and public
funds will bo expended on both occa
sions. But we aro no longer a demo
cratic republic, but a groat World Power.
Wo must tako our placo in the ranks of
the Great Nations, as tho congressional
barn stormors tell us. Wu wish it un
derstood wo have nothing against the
king of tho tight little island called
England, nor against any of tho brood
of Gorman princes, to abolish which tho
revolution of 1818-9 was carried forward.
Wo have no objection to their visiting
this country or seeing any friends hore
thoy may bappon to havo. If ono of
thorn called at our house ho would ho
treated civilly. Tlioy have a right to
come to this country but unlets wo aro
going to got right Into tho business of
honoring royalty and monarchy, prop
ositions against which our country. was
established and Is supposed to stand, as
a mattor of prlnclplo our governmont
has no right to epond public money de
fraying the oxponsos of tuft-hunting
bankers Bad politicians and truit mng.
nates lo honor thoto royal functions.
Whllo wo aro turning tho cold shoulder
on tho struggling Houth African icpub.
lies and running concontrado camps
against tho Filipinos who bollovo they
aro fighting for Independence, we seom
to havo llconio to prostttuto tho Ameri

WHO ARE THE PEOPLE?
Er-8ecnuary of State Klncaid Is

less ho moans tho lobby, when ho says
people, we cannot agree with him.
Tho lobby are quite a largo numbor of
tho pooplo when tho leglilaturo Is In
session, but not otharwleo, and tho lobby
Is maintained at Salem at publio ex

hero, tholr hotel and cigar and drink
bills aro all finally paid by the peoplo In
increased Uxoi or high railroad faros.
1'or Instance, our good (rlond Tony

tho pooplo Mr. Klncaid speaks about
who bollovo In largo appropriations.
As one of (no regonts of one of tho Nor

when the legislature is In session to soe
that his school doea not got left In the

for theso purposes aro out of pro.

$350,000 In two years Is rather steep (or
about 200 graduates of our university
and normal schools. lie may say lie

to Salem ami do his duty by "his
school" and hla bills will bo paid atth

lobbyists, and they ue the people Mr.
Klncaid refers to who want largo appro

than tho pooplo of any other country In
their political morals, and our govern

toy that all the bad work U done by tho
leglelntuto, and then to further say that
the leglilaturo only does what tho "peo

against tho taxpayers. If Mr. Klncaid
and Mr. Noltner will oxouio us for these
plain and homely ways oi putting
things, and calling a spade aipada, ami

they will admit thai-It is not tho peoplo
