Tho Htnto School J.anil Hoard bos
tnndejublc ho following statement in
to'atlou to the o n?on Hcbool Land
IJeard:
"The whole thing Is only ono nf sev
eral little tempests In a local hyettrical
teapot which boils spasmodically for
political effect only. The business of tho
State Laud Board is all done publicly
and nlways with tho Intention of pr
moling tho public welfare. Wo aro glad
this question has como up because It has
disclosed a mistake of which wo were
not owarn. We have never in tl e past
and do not now pretend to bo infallible.
"Air. Jobnscn'a first appl c tion was
rejected, the eamo as we often reject
applications when tic information
soetns indequate, but which upon a fui
ther allowing is itlloned. Tlild loan in
this rebpect does not differ from many
others, because wo often, where thcio
seems any doubt ns to tho valuo of the
security offered, reject It altogether, or
until some further showing cxn be
mado. In this case, after eomuthing
liko two years, tho application nui re
newed, accompanied with a
snmo seven actual Hales in that
ity, fiirnlshoJ by an abstractor, io.ll
fying that one tract, for instance, of
twenty asros had sold lu 1800 for $3,701,
another of 40 acrea sold for f 12,782 and
another of four nrrcs sold for $2100 in
lHU.'i.Theso tracts in actual snlos brought
from $275 an aero to J525. Ono tract of
forty-six ncrcH, being threo narca more
than wesupposed thlaeecurlty contained,
sold for over $275 an nero. Although
theio flgu'cs may bo somewhat ubovo
what tho amu land would luivo fold fc r
since; yet, an is well known, Salem has
never bad a boom, but making this
allowance, the valuation wo mado on
this supposed forty-threo acres waB only
Jt75 an aero to cover tho rulcB of tl
board, whereas, tbulnstancoa furnished
from tliu records reach as high as $525
an nuro.
U "Tho application as furnished us de
clares there aro -Hi. 28 acres under cultiva
tion. Wo accepted thi3 statement aatruu
because it was awnrn to. Tho tracts had
originally contained that much land and
was so described in former mortgages,
but eleven acres had been sold off, and
(hie fact in some way escaped tho atten
tion of tho county attorney und abstrac
tor. Tho state is in no danger of loslue
a dollar on tho loan becauso the thirty-
two acres aro wortli much more than tho
loan, hut tho security is not within tho
law which requires three times tho value
of tho loan. The Intention of tho board
was right and the error is simply n
mistake that hotter men than wo often
mako. Wi havo loaned ovor $1,200,000
since we havo boon handling tho school
fund, and while this mistake will result
in no loss to tho school fund, it is to bo
regretted, tho avidity with which It is
slezed upon merely testilles to tho excel
lence of n management which liaa not
been excelled by any nanking firm nnj
whoro doing a similar volumeof business.
Wo havo been frequently abueod by men
for refusing them loans, charging that It
was through n deelro to keep money in
the treasury, but here is a case whoro
censuro comes for making ono. It la
always a question of judgment, nnd tho
publio olllcor 1" to be congratulated who
doss not catch it going and coming.
"Tho board has never instructed an
agent to mnko any particular kind of
report upon an application, ill JuJg.
ment Is always left nerfeailv freo so
far as tho board is concerned. In this
case tho attorney's recommendation
was baaed, no doubt, on tho list of actual
files thatjiad been made, us wai Urn
board's contusion to allow the loan to
bo mado, The only mistnkn was In the
matter of tho amount of tho seenrity,
but not a dollar of loss will result from
it, although it Isto bo regretted. Wo
vory often disallow applications oven
when icoouimouded by the attorneys."

Some Other Nervies.
UphiLaruinlo, Wyoming, one day, a

something that soared tho nnjor portion
of the life out of a band of oowboys that
had assembled there. A band of horeos

to who was tha best rider. Collins made
a proportion to the most offensive ono
that caused him to crawfish, and gained
for Collins a name for nerve of an unus
