A movement was inaugurated then,

proas Congress with the necessity of
adopting somo measures which will ro
move existing intuunlltes and unreason
able exactions in transportation charges
and prevent tho practlco of dlscrlmlna
tlons now eo prevalent and injurioui to
both shipper and carrier.
No question to bo considered at this
session of Co'ngress is of so much Impor
tance to tho commercial welfare of the
country and to the people gonorally si
that coibodiod In tho bill proposing to
o strengthen tho Intorstato Commerce
Act as to mako the rulings of tho com
mission binding and effective until re
' vorsod by the courts.
There has boon a strong and persistent
domand for the enkctment of amend
ments to tho Intorstato Commerce Act
ovoralnco the Supremo Court handed
down its-doclston to tho effect that tho
commission created by the act wat vest
ed with no authority to enforce its find
ings.
Tho commission was thus divestod of
the powor which it was supposed to
poisoss and which it oxerclsed for oomo
yoars after tho enactment of tho law.

Oliver Marshall, who killed Jamas
Held noar Baker City In 1808, escaped
from tho asylum, Saturday ovoning, and

Marshall, brothers, met James Hold, on

and William sot up tho defense that he
went to tho relief of his brothor. Doth
allegod that Hold was the aggressor, and
that he had previously threatened their
lives. Tbo Jury evidently did notbellevo
thoir defenses. Both cases wont to the
supremo court, whero the Judgment of
the lowor court was afllrmod. In Do
combor, 1809, Oliver was sont to tho

ary. William was pardoned by Gover
