War Department, The regulations nre

proceedings at tho military academy.
Hazing Is thus defined :
Any cndel who ehull strike, lay hands
upon, treat with violonuo, disturb in tits
room or tent or offer bodily harm to a
now cauet or candidate Willi intent to
punish, injure, annoy, molest or harrass
tho tamo; or who shall with tho same
intent invito, order, compel or permit a
now cadet or candidato to sweep his
room or tont. make his bed, bring water,
clean his arms, equipments or accoutre
ments or perform any other
mcniul sorvlco for him or to
assume any constrained position or to
engage in physical exercise or who shall
with the eoiiio intent, invito, order or
compel any new cadot or candidate to
eat or drlhk any article of food or to take
into his mouth any articles whatever or
to do for htm anything incompatible
with tho position of a cadet and gontlt
nun or uny cadet, whoso duty it is to en
force camp, barracks or mess regulations,
who shall permit any cadet or candidate
to oit or drink any of food, or to take in
to his mouth any Article whatever in
violation of said regulations, shall be
summarlty dismissed from tho military
academy.
Hazing also includes any other treat
ment of a "harassing, tyrannical,
abusive, shamoful, insulting or liumila
ting character." Dismissal is tho pen
alty for violation of ttheso regulations.
The practiceof a duel or poreonnl combat
is also prohibited and other persons in
volved orauy cadot abusing or condemn
ing another for declining to accept a
challenge will bo dismissed.

Coquille City as tho author of tho brutal
murder, and who practically walkod

that he was tho ono who did it. There
have been many thorlcs us to how tho
murder was committed but now on
tho development of clews and by putt
ing small incidents in connection with
each other there aro still moro horrible
things coming to view.
It sceniB this was an inearnato fiend
and to his account is charged the dis
appearance of several other men who
have vanished and who wore last sron
with him. Two of these party and of
ono thero is littlo known oxccptlng that
ho came up from California to buy
timber laud. Ho was last with Landls
on a timber crttiso, Ho has never
been seen since and Landls retur
ned alouo saying that the man was
not suited and left for other parts. It is
now asserted that Landls murdored this
man also as it is thought ho had consid
erable money and after which I.umlN
was seemingly well supplied.
Mr. George Thompson Skrlndo is tho
supposed other victim. Mr. Skrlndo is
a Norwegian and had a few acquaint
ances hero. While at Connllle uearlv
two months ago ho hired Mr. Ltndls to
cruise soaio timber for him and the two

queer things that urn now being utilized
to confirm somo of the suspicious things.
When tho two loft, word was sent to the
hotel that ho would bo back In a day or
so. Iilr. Skrlude's baggage was left there

from Ale Llo Larson, of Bouth llend.und
upon being asked he saya that he receiv
ed word from Mr Thompson about when
ho was suppored to have left that he was
going to Portland on tho steamer Al
liance and from thero to Gray's llurhor,
It is now thought that handis wrote
tljeto letters to prevent any suspicion

1'ortlaud on tho Alliance.
