Inquiry has been mado concerning
tho date upon which the nets of tho last
Loglslaturo containing no emergency
clauses will tako effect. Tho constitu
tion provides that no act shall tako
effect until DO days from tho closo of the
session unless tho emergency shall be
declared. It is tho general opinion that
tho ftO daya niiiBthavo fully passed boforo
tho acts tako effect and that they beepmo
laws on Uio 01st day. Tho Legislature
adjourned on February 23, leaving flvo
days in that month, 81 in March, SO in
April and 24 in May to complete tho 00
daya. According to this, tho acta will be
in effect on tho morning of May '25.
