Congress providing for a permanent
minimum strength of 50,000 men in tho
regular army and at tho samo tlmo con
ferring authority on tho President to

100,000 mon.

regiments hut by adding enlisted men
to tho existing organized companies
without at all increasing tho number of
commissioned officers This arrange

admitted that the government asked

demned tho government for violation of
tho constitution in incurring the ex
ponscs in China without having first
obtained tho consent of the Roichstag
and for creating tho China colonial
army. Herr Liobor sharply criticized
tho Emporor for his "no pardon" speech
for declaring a campaign of nvengo and
for Baying that no decision beyond tlio

Emperor's consent. He branded tho
Gorman stylo of warfaro in China as
inhuman and cruel and referred at

Tho United Statos facos tho probability
that it will either havo to tako a slice of
China or go without any indemnity. In
that case it is positively asserted by high
authotities that tho United BtatoB will
go without indemnity.
Tho United States may succeed in ro
duclng tho demandsof other powora and
is now making ovory effort to that end
but with no iramodlato prospects of suc
cess.
Evory nation has disavowed any In
tention of dismembering China but that
merely rotates to dismombormont as a
punishment for tho Roxor outrages. No
nation had pledged itself to avoid taking
a courso which will sooner or later mako
dismemberment inevitable.
It Is firmly believed in ofllcial circles
in Washington that tho powers aro pro
ceeding dellboratoly with tho Intention
of bringing about a situation which will
compel dismemberment.
Tho whole question hinges upon tho
amount of monoy imlorr nity to bo
domanded. Whilo tho United States
has not ofllcl ally seta maximum figure
for tho indemnity it is tho unomclal
opinion of somo of tho hlghost olllcors of
Hie government that 1200,000,000 Is all
that China can pay. Tho powora aro
desirous of swelling tho Indemnity to at
least twice that amount.
Two courses aro considered for tho
payment of this largo indemnity. Each
is innocent on Ita face but both mean
partition and tho American government
is so suro of it that as soon as tho powers
adopt either courso this country will
retire from tho concert and loeo alfbut a
faint chanco of ever recovering any
indemnity. Ono coureo Is to exact

thing as partition for it simply meanH a
morttraoe which is certain to bo fore-

bonds guaranteed by the powers., mis
