to control an empire twenty times as
populoinf. '
The state government in tho United
States would always bo a check upon
tho tendency toward imperialism, it
such really exists. Iho states would
never bo all of ono political complexion.
They would rcfuso to sustain military
operation that were calculated to over
throw popular liberties.
But stato governments aro costing too
much. A tax of about (7 on tho $1000
property valuation is out of proportion
to tho benefits derived. The ideal state
government in tho United States exists
without a direct tax upon land. This is
done by taxing the gross earnings of cor
poratlons and taking tho earnings of
unemployed stato funds to defray cur
rent cxponecs.

A 1100,000 damago suit, for alienation
of Mrs. 1'etereon's affections, brings II,
W. Corbelt to iho surface as an aspirant
fortho ecpate to succeed Mr. Mcllrido
This candidacy has moro ronl ground
for being than nt first appears. It is
intimated that tho damago suit was
concocted, by his political onomios,
That in itself is an element of success in
politics in Orvgon.
The real opposition to Mr Corlwtt is
grounded iu his dimensions as a politi
cian, He postiesnea moro ability, is
moro statosmanliko in his Ideas, has
mure Intelligence and tho skill and cour

"OLD BUSINESS" OF IOWA IS DEAD.
The soubrlquotby which Senator Gear

When ho was Governor ho won that np

Who will succeed him? Tho governor

tho man nonrcst tho heart of tho people

STATE GOVERNMENTS VERSUS DANGER
Of EMPIRE
An eminent Kngliahmnu writes in the
Juno Westminster Kevlow on the dan
gers of Kmpiro to Kngland, He shows
that tho danger of Kugland'a great im
erlal schomes lies not In themselves,
but In tho entire neglect of domestic re
form which they are tho cause of. Par
liament is now an Imperial machine;
domestic legislation Is regarded as hum
drum aud treated with indifference, aud
while hnglaud Is extending her domin
ion all over tho globe .the Is taking no
precaution to make her ooplo at homo
lit to control It, In countries like
Switzerland, whore foreign politics do
uot vitiate tho legislative taste, domes
tic legislation keeia step with tho needs
of the people. The only remedy ia,
therefore, decentralization. Let Parlia
ment remain the Imperial machine, and
let domestic reforms bo the work of lo
cal parliaments. Mr. llowlam) says
that If tho American empire should ever
rival the lirltlsh the system of stato gov
ernment would prove invaluable. Some
thing oi the kind seems to be wanted in
Kngland, for a parliament which was fit
to govern fifteou million people is not (it
Mr. Uryan's courageous expressions
in ravor oi mo uoer icopuuiics aro
the refreshing feature of an otherwise
flat and uninteresting campaign. It
must nervo the nrm of tho Dutch Re
publicans to know that ono prominent
public man In tho world unqualifiedly
wishes them success, and If elected will
go into ofllco pledged to encourago if not
befriend them in their struggle.
This posltlvo quality is hoightoned by
the fact that Wobstor Davis, who held
noxt to a cabinet position under McKln
loy, has taken tho stump for Bryan, and
Incldcntly for the Boors. Frco speech is
not (lend, If the American administration
is muzzled while Great Britain proceeds
to fasten her aristocratic monarchy
upon South Africa. Long lifo to Bryan,
of Nebraska, and Davis, of Missouri.
CRUELTIES OF CAPD NOME.
Of all tho frauds practiced on human
beings who nro lured to Capo Nome gold
fields by the nvarie of transportation
companies, thoy aro nothing to tho cruel-
tlos practiced on horees, mules, cattle,
sheep aud dogs that aro shipped to tho
far north.
These poor dumb brutes aro horded in
filth, deprived of food, air, water and all
comforts for tho sake of adding to somo
ono'a filthy lucre. A ourso will Burely
rest on money gained in this way.
The steamboat companies, or tho Indiv
idual that causo holploss dumb brutes
to suffer untold agonies will suffer disas
ter in tho long run. No profit earned in
such manner will stay with u man. It
will burn Its way out of his hands and
scorch his soul into tho bargain.
UNLEAVENEDUREAD.
Kotiort Grant Is said by tho mont
noted critics to havo produced an Amer
ican novel, or al least a story In which
tho woman character possesses cortain
typos and traits of character that aro
considered natural. Tho Bookman says
"It is almost tho only novel that we know
of which can bo called American in tho
true sense of tho word."
Tho hcrolno Is n villago product, with
unbounded ambitions, as usual. She
marrlea three times, finding her final
ideal aud greatest triumph in a lawyer
politician who, of coureo, goes to con
gress and becomes a senator. All this Is
certainly along popular linos.
But is it tho American ideal? It Is
tho Ideal of ''tho world, tho flesh and
tho Devil," sura enough. It ia un
leavened bread, soggy biscuit. Beyond
this kind of Americanism lies a world of
solidity and reality that tho huuiblott
may hopo to touch, without tho tarnish
of this brassy publicity, which ia so in-

In 1804 tho Democratic party was
ruehlngly defeated. In Ohio its voto
foil from 401,000 for Cleveland in 1803 to
270,000 in 1894.
In 1890 the voto for Mr. Hryan in Ohio
rose to 477,000, or 70,000 more than tho
voto by which President Harrison had
carried the stato in 1892. Nor did this
gain of 200,000 votes mark tho full ex
tent of tho chango that had boon
wrought. Thousands of Domocrats
voted against iMr. Uryan in 1890; and
tens of thousands of Republicans
Quakor Republicans, Abolition ltopub
licuns men who had been with Iho Re
publican party since 1850 voted for tho
tho first tlmo In their lives for the
Democratic candidate. Prior to 1890
tho cities had boon the stronghold of tho
Democratic party, and tho rural dis
tricts tho stronghold of the Republi
cans. In 1H90 the situation was reversed.
Prior to 1890 the Immigrant votors had
been, as a rule, on tho sldo of the Demo
crats, and tho American-born voters on
the side of tho Republicans. In 1890
this, too, was changed. It is safe to say
that of the 300,000 votes cunt for Mr.
Bryan in 1690 west of tho Alleghanies
and north of tho Ohio, much less than
one-half had voted the Democratic
ticket in 1994. It was a uew party, nu
merically stronger than the old, and in
finitely surpassing it in tho moral en
thusiasm which camo out of tho contest.
The old cry of down with a man be
cause he is a Democrat has passed
away. There aro decent men in the
Hepublican party who want good gov
ernment, economy in public affairs and
tho abolition of machine rule. Dot in
national affairs the Democratic party is
today tho only effective opponent of
trusts, of corpora to greed and tho part
nership between special Interests and
the government that is strangling the
producer in Its p tlion colls.
