lion and a half of Cubans demanded our
armed intorforance, greater barbarity
and cruelly to millions of Filipinos, less
able to protect themselves, was n subject
of no concern to us. No civilized nation

havo turned theso jieoplo back to Spain.
Our commissioners, when they Insisted
upon our retention of tho Philippines,
voiced tho sentiments and wishes of the
American peoplo; and this nation has
assumed with open eyes and with a full
realization of tho difficulties which may
bo encountered, tho gravo responsibili
ties Imposed upon us by tho treaty of
Paris.
Declared Policy
Wo are told that thoislands are ricli
in all tho products of tho tropics, in
mineral wraith, and in thu labilities
of their future development. Bo much
