respondent of the Daily Oregonian re
veals a most iniquitous state of affairs
in our new possessions!
Manila, 1. I April 30. Ono of tho
unfortunnto things in connection with
thoacotiircmentof tho Phlllimines un
der tho provisions of tho treaty of Paris
is the clause which recognizes every
concession granted by the Spanish gov
ernment to Its favored citizens. These
concessions, most of which nro monopo
lies extending over a period of from 20
to GO years, cover almost every profita
ble public iaiichlso and many private
affairs.
Perhaps tho most flagrant and unjust
Is a concession now supposedly owned
by asyndicato of English anil Americans,
the prlvllegoof "crrustro and condition,"
which is nothing more nor less than tho
unloading from cargo boats all dutiablo
wares and merchandise and then con
duction by means of a tramway to the
Government customs warehouses. The
uiilondinir plant consists of three steam
cranes, located on tho bank of tho Paslg
uiver, uiroctiy in ironi oi me custom
Houso. and about 100 feet distant. Mer
chandise is lilted perhaps six feet and
landed on the tramway cars, which nro

about GO cents per long ton. Tho labor
