citizen, no matter what his party pref

goes to a primary or convention or con
ferenco in that spirit, is as much a de
fender of self government and American
Institutions as lie who enlists and goes

men toward political activity, tho first
quality of n citizen's movement must bo
its honesty and sincerity. Wo preach
honesty, and different from somo who
aro In that business, wo must practice
It. Wo all claim to want a citizen's
ticket, and I bellevo this Is a einccro do
slro. Tho namo Citizen's has coma to
mean so much hero in Salem, that even
our Republican friends protond to think
that they havo something of a citizen's
ticket thomsolves. Wo all know, or at
least havo faith, that a genuine citizen's
move would sweep tills county, as it did
tho city of rhlein, and believing this wo
want tho county to havo tho benefit of
such savings to tho farmors and pcoplo
outside as tho pcoplo of Salem havo had.
That belief is and without a doubt It la
well foundol that whero this method
of sidetracking political grafts has raved
125,000 a year for Salam, It can ho mado
to savo two or three times that much to
Marion county if properly applied. This
is what tho pcoplo of tho county want,
and they want it Just as eagerly as the
pcoplo of Salem wanted It. All that is
necessary is to convinco them that thcru
Is an opportunity to get It and got it
right.
Tho opportunity Is rlpo to Inaugurate
a now order of things in Marion county
as it was done In tho city. It Is far
more necessary, hecuuto the producers
ol wealth In thu comity furnish tho busi
ness off which tho city lives and thu
people of tho county havo less ndvunt
ages from government In return for thu
taxes they pay than thu pcoplu of thu
city. They huvo poorer roads and in pro
portion tliolr property In mora nearly
assessed at u lint It will sell for at sheriff's
aale than city property. Lat year thu
nsaosaor returned 178,385 acres of tlllahlu
land In tho county, and this year the
total county taxes amount to 17H.'J8I or
$1 nu acru, when many an acre returned
scarcely a dollar prollt. Taxes are
now from ono-third to ono-fourlh
higher than over before. Wo havo
poorer roads In some parts of tho county
than any similar county in tho stato.

The Citizens' ticket contains tho names of two excellent citizens for county
Judgo and commissioner W. W. Elder of 8tayloo,.and W. W. Culver of Liberty.
Mr. Elder is a successful business man from the eastern side of tho county, a man
who will defend tho Interests of tho farmers. Mr. Culver is one of tho model
farmers and business men in tho county.
Following plan for reducing taxes and putting Marion county on a sound
financial basis was adopted by tho conventien:

reduced, and wo plcdgu tho county judgo and commissioner nominated on this
citizens' ticket, to conduct tlio ordinary current expenses ot Marion county tor not
to exceed f 10,000 per annum, lleforo Incurring any unusual or extraordinary ex
pendituro for Improvements or repairs for any sum to exceed $1,000, the expendi
ture shall first be submitted to tho people and authorized by them.
