amount of other work on hand it will not
bo possible to do much in tho way of
improving tho public roads, as provided
by an oct of tho last legislature. Tho
act authorized tho superintendent to
work tho state teams on the roads when
not othorwlso employed, and to pur
chase such "plows, picks, shovels, rojl
ors and other appliances" ns might bo
necessary in deing snhl work by convict
labor.
