Tho advisory council consists of 8 members elected by the people within territorial limits which are defined In order of the commanding general. Holding Elections. Tho times and places of holding elec tions aro to be fixed by the military gov. ernor of the Island of Negros. The qual ifications of voters aro as follews: 1, A voter must bo u male citben of the island of Negros. 12. Of the age of 21 years. 3. lie shall be nblo to speak, read and write tho KnglUh, Spanish or Vlsayan language, or ho must own real property worth 500 or pay n rental on real prop erty of tho valuo of $1000.
