On tho 10th of December 1800, tho
treaty of peace between the U. S. and
Spain was signed. It provided among
other things that Spain should ccdo to
tho V. 8. the archipelago known ns tho
Philippine islands,that the tr, S. should
pay to Spain the sum of 20,000, and
that the civil righU and political status
of the nntlvo inhabitants of tho terri
tories thus ceded to the l S. should bo
determined by the congress. Tho treaty
was ratified by tho senate on tho 0th of
February, 1899 and by tho government
of Spain on tho 10th of March following.
The ratifications were exchanged on tho
llthof April, and tho treaty publicly
proclaimed. On tho 2d of March, tho
congress voted tho sum contemplated by
tho treaty and the amount was paid
over to the Spanish government on tho
first of May.
We Accept the Philippines.
In this manner tho Philippines came
to the r. S. The Islands woro ceded by
tho government of S,patu which had
been in undisputed possession of them
for centuries. They were accepted not
merely by our authorized commissioners
In Paris tinder the direction of the ex
ecutive but by tho constitutional and
well considered action of tho representa
tives of tho peoplo of the l S. In both
houses of congress. I had every reason
to believe and I still believe that this
transfer of sovereignty was In accord
ance witli tho wishes and tho aspirations
of the great ma'ssof the Filipino people.
