The Peace With Spain. On tho 10th of December 1800, tho treaty of peace between the U. S. and Spain was signed. It provided among other things that Spain should ccdo to tho V. 8. the archipelago known ns tho Philippine islands, that the tr, S. should pay to Spain the sum of 20,000, and that the civil righU and political status of the nntlvo inhabitants of tho terri tories thus ceded to the l S. should bo determined by the congress. Tho treaty was ratified by tho senate on tho 0th of February, 1899 and by tho government of Spain on tho 10th of March following. The ratifications were exchanged on tho llthof April, and tho treaty publicly proclaimed. On tho 2d of March, tho congress voted tho sum contemplated by tho treaty and the amount was paid over to the Spanish government on tho first of May. We Accept the Philippines. In this manner tho Philippines came to the r. S. The Islands woro ceded by tho government of S,patu which had been in undisputed possession of them for centuries. They were accepted not merely by our authorized commissioners In Paris tinder the direction of the ex ecutive but by tho constitutional and well considered action of tho representa tives of tho peoplo of the l S. In both houses of congress. I had every reason to believe and I still believe that this transfer of sovereignty was In accord ance witli tho wishes and tho aspirations of the great ma'ssof the Filipino people. I-ram the earliest moment no opportu nity was lost of assuring tho people of tho iblands of our nrdent desira for tholr wolfaro and of the Intention of this gov ernment to do everything possible to advnnco their Interest?. Our Oood unices. In my order of the 10th of May, 189S, tho commander of the military expedi tion dlsputchcd to thu Philippines was instructed to declare that we cuing not to maku war on tho jieoplu of the coun try, "nor upon any part or faction among them, but to protect them in their homes, in their employments and In their personal and religious rights." That tjieru chotild bo no doubt us to thu paramount authority there. On the 17th of .August, it was directed that "there must 1m no joint occupation with the insurgents;" that thu U.S. must preserve the peace and protect port-oiis nml property within tho terri tory occupied by their military and na val forces; that the Insurgents and all others must recognize tho military oc cupation and authority of the U. S. As early us December 1, before tho cosslon and In anticipation of that event the ommaudor lit Manila was urged to re tore peace and tranullty, and to un dertake the establishment of a benell cent government, which should afford the fullest security for llfo and proorty. On the '.'1st of December, after tho treaty was signed, the commander of the forcn of occupation was instruct d "to announce ami proclaim In tho most public manner that we oomu, not us in vaders and conquerors, but as friends to protect tho natives In their homes, In their employments and In their Hr sonal and religious rights." Wanted No War. The Rime day while ordering Gen. Otis to see that pcaco should 1h) pre served In Ho Ilo, ho wus admonished that: "It Is most important that thero should bo no conflict with tho insur gents. On tho first day of January, 1899, your general orders were roller utcd that the kindly intentions of this government should Ik In oery possiblo way communicated to the Insurgents," On tho 21st, of Juuunrv, I announced my intention of .dispatching to Manila a commission couioscd of three gentle men of the highest character njid dis tinction, thoroughly acquainted with the orient, who, in ussooiittlnn with Ad miral Dewey and Major Oen. Otis wero instructed to "facilitate tho most hu mane and effective extension of author, ity throughout the Island ami to secure with tho least iKWsiblo delay the lwno fits of a wise and gonerous protection 'jul life and property to the inhabitants." The Commission. Theso gentlemen were Dr. Jacob fiould Sohurman, president of Cornell iiulvereiry, the Hon. Charles Denby, for many years minister to China, and Prof. Ieaii C. Worcester, of tho univer sity of .Michigan, who had made a mott caarful study of llfo in the Philippines. Their char acter was n sufficient guaranty of the beneficlent purpose with which they went, even if thoy had not borne tho IKwltivo Instructions of this government which mado their errand porminently ono of peaco nnd friendship. Hut beforo their arrival at Manila tho sinister am bition of a fow leaders of tho Filipinos had created a situation full of etnbar rassinents for us and most grievous in its consequences to thomselves. Their Report. Tho clear and impartial preliminary rciKirt of the commissioners which I transmit herewith, gives so lucid' and comprehensive a history of tho present Insurrectionary movement that the story need not bo here repeated. It is enough to Bay that tho claim of tho rebel leader that he inis promised independence by any officer of tho U. 8. in return for Ills assistance has no foundation and Is catu gorlcally denied by tho very witnesses who wore colled to ptovo It. Tho most tho insurgeut leader IiojkmI for when he came back to Manila was the liberation of tho islands from tho Spanish control which thoy had been lalwrlng for years without success to throw off. ' The prompt accomplishment of this work by the Amorlcan army and navy gavo him other Ideas and ambitions and Insidious suggestions from various quarters in verted the purposes and Intentions with which he had taken up arms. No sooner had our army captured Manila than thu Filipinos forces begun to as sume uu attitude of suspicion niuljliostil Ity which the utmost efforts of our ollle ers nnd troops were unablo to disarm or modify. Their kindness and forbear ance was taken us a proof of cowurdice. The aggression of the Filipinos contin ually increased until finally just before tho time set for the senate of tho U. 8. to vote uion thu treaty an attack, evi dently prepared In advance, was made all along thu American linos which re sulted In u terribly destructive and san guinary repulso of the Insurgents, A Barbarous Order. Ten days lasor an order of the li'isur gjnt government.wus issued to Its ad herents who had remained In Manila of whfch General Otis justly observes that "for barbarous Intent it Is unequalled In modern times." ft directs that at 8 o'clock on tho night of tho 4th of Feb ruary, the territorial militia shall como together on thu streets of San Pedro, armed with their Itoloi, with guns and ammunition tt here convenient jthat Fili pino families only shall Iki respected; but that all oilier 'Individuals ol what ever race they may be shall bo extermi nated without any companion, after tho extermination of thearmy of occupation, and iuMs ; "Urothcrs wo must avenge ourselves on tho Americans and exterm inate them that we may tako our re venge for tho infamies and treacheries which they have committed upon us. Have no compassion ujioii them; altack Willi vigor." The Upruung Quelled. A copy of tills fell, by good fortune, into the hands of our olllcers and they were able to take measures to control the rising, which M actually attempted on thu night of February 22, a week Inter than was originally contemplated. A coiiitldcruhlo number of armed Insur gents cntorcd thu city by waterways ami swamps and, In concert with confeder ates inside, attempted to destroy Manila by lire. Thoy were kept In check during the night and thu next day driven nut ol tho city with heavy loss. Coutd Not Surrender Manila i This wus tho unhappy condition of affairs which confronted our commis sioners on their arrival in Manila. They had come with tho hope and intention of co-operation with Admiral Dewey and Mujor-denurul Otis in .establishing jM-aco and order in the urchielago, and the largest measure ot self-government compatible with the true welfare ( the jople. What thoy actually found can host beset forth in thuirown werds: "Deplorable as war is, thu one In which wuaru nowengagud was unavoidable by ui. We were attacked by a bold.adven turns ami enthusiast!.' army. No alter native was left to us except ignomlnou retreat. It Is not to bo conceited of that auy Ameriean would have tanetloned the surronder of Manila to the insur gents. Our obligations to other nations and to the friendly Filipinos awl to ourselves ami our Hag dummied that feres should be met by foree.
