History,
I'nrttiiiiil Tvlograni,
Mrs. William P. Iird this morning
gave tin Interesting bit of political hie
torv, showing the causes which brought
about the recent Itupubllcnu defeat In
Maryland, which Is her native slate.
She told how Senator Wellington, an
obscure' man, bad risen to a high posi
tion by unscrupulous dealing with his
benefactor.
"Wellington was but a clerk In the
employ of Lowndes. I-owmles was a
wealthy man, and subscribed liberally to
the Republican campaign fund, putting
up 11 large amount of the money needed.
Lowndes nuked, by reason of his having
subscribed so much of tho fund, that
Wellington, Ids Clerk, be given tho
handling of the money, and this was
agreed to with the understanding that
Wellington should Is) given 110 political
preferment; as ho was nil unknown
man, and there wero many others bet
tor. So Wellington was made chairman
ol tho Republican, central committee.
Lowndes was elected governor, but he
allowed Wellnngtou to have charge of
many affairs, ami would himself retire.
Welligtou took advantage of his oppor
tunity to down Lowndes nt ovory turn,
and soon began his campaign for the
suuatorship. He aspired to, he, nn n
small scale, to the Republican party what
(ionium was to the Democratic party In
Maryland. Koou an npoitinii to Web
ltugtou developed, which has grown un
til tho parey has licon split In two in the

Mrs. Unriih Is n lluunt spenker und
has a gootl command of language. She
sticks to her text ami bandies her sub
ject well.
She opened by throwing iKxpiets to all
who mo working in tho temperance
cause. They nro taking their lives in
their bauds figuratively and sometimes
literally. In Portland of late It has
ben literally. She honored Admiral
Dewey, but bis heroism was of an Infer
ior onlor to that displayed by those who
lend nn unpopular cause.
Sho referred to Woodburn and spoke
in scathing terms of thu legislation
which has glvon that town 5 saloons
where none ever existed before. Sho
lud over-beard Borne gentlemen remark
that It was bettor so, as tbo former
condition led only to violation of the
law, but she claimed that tbo prohib
itory law was not more violated than
the license law.
Temperance people should give their
attention to tho enforcement of the
laws that already exist. The enforce
incut of tho present laws would close
evsry saloon In ulcm lusUlo of n week.
liven the enforcement of one provii
ion would drive the sttlooiH out
of business that provision which for
bids tho selling of liquor to nn habit
ual drunkard. Tho saloons of the cap
ital city wero violating this law every
day of the week, Sunday's nml nil. Its
enforcement would oblige them to
11 ml a new set of customers every
week, and they won Id havo to close their
floors.
She spoke in no complimentary terms
of the politicians, mid hocd that some
of tho children present would live to
see the day when to ha a successful
pdltlciaii would ba tt guarantee of true
manhood.
Another provision of law forbids sel

Kvcry one knew that this was not com

of uu Fastern deacon who prided him
self on the fact that ho "had never Wen

oinslit to 1mi ashamed of himself. Shu
was ashamed of the men, especially tbo
older men, of Salem who havo never in
vestigated the evil for themselves.
If men of unassailable character
would go Into tho saloons once a week
they would see things that would ohui
their eyes.
There wero other temptations in the
saloons besides the drink. The sisuiker
enlarged on this (mint, claiming that
there is a close and iudissoluhlo link Ih-
tween the saloon ami the brothel. The
saloons demand the honor not oulv of
our boys but of our girls.
Sho spoke of tho open violation in
Portland of a law against allowing
Lttomen in the saloons, claiming that
there was hardly a saloon In Portland In
which women were not used as an at
traction along with other temptations.
Thu only use to which this law was put
was to enable tho saloon keeper to keep
out the mothers, wives mid sisters who
might ls weiring their sons, husbands
or brothers.
Sho thought if the saloon was a good
place for a man, it must be a good place
for bis wifo or mother or sister.
Mm dwelt tomewbat at length mi tbo

intimated that tbo city officials mutt bo

people to understand nil about tbo slot

"They are ' dead cheatr as tbo lsiys

of the nntl-gamblinglawB, and said "and
this is not In tho Philippines, eithor."
Sho thought wo would better send
over for Agtiiualdo nml some of bis gen

should turn our attention to doing some

Thiit work is-left for the ministers uud
