Much criticism is made of the method of handling the private funds of pa. Units. They are said to bo asked what they require and then made to sign n receipt in blank. Tho wording of these receipts afford a lovely np'iortunlty for minor grafts and the working off of old, second-hand or shoddy clothing at a nice price. Something has also been said as to the moral atmosphoro attach ing to tho management of the inatitu ciou, lint this question will afford an ample text at some future time when thu warrant scalping and other extraor dinary features have received nttentinn. INCOMI'KTKNT KMI'LOYKH. The milliliter is suid to retain several employes who are wholly incompetent. Xot only that, ho has created new ollices, with big salaries, has nssivsed and collected enormous political assess ments. Last year he bled the employes for alxmt $ 1,100. Ono Democrat re laxed to contribute to the fund. He was threatened with discharge but as he has no doubt learned by this time that silence is golden he retains his job and says nothing. On the whole, we incline, to tho belief that should our critics in vestigato thu management of the insti tution they would agree with us that our criticisms have been decidedly mild. had .i'i'oi.vnin.sT contixukd. Perhaps no act of the now administra tion has Won so generously, unanim ously and cordially condemned a that which retains Dr. 'I'aino as superintend ent. It is given out that no change will be made until January 1, but tho people understand from this that there is a poHslbility that 1'afne may lo permitted to hold on for another full term of four long years. ItF.IO.N OK PETTY POLITICS. Under the present administration of affairs at the asylum ctty politics may 1h oxpectcd to continue to dictate ap .ointments and olicy. Democrats who refused to contribute to the campaign fund were promised ex pulsion from the service of the state. An enormous fund was liaised (f 1,100) from among the employes at the asylum last spring. This money is supposed to have gone to Lane county. Maybe it did. Xoliody knows. Employes were intimidated until nearly all subK-rihcd to it. The handling of tlte private funds of tho patients is another matter worthy of ofllcial investigation. TUB I.VDUHTUIAI, IlEPAimiHNT. The employment of patients in the heavy work of excavation, etc., is an other projKsition for debate. There are liersons who would be glad to do this work for the state, and there are rela tives and friends of unfortunate insane persons who would prefer that the de mented wards should not lie thus em ployed. It may Ikj true that tho state is saving money through thus utilizing patient labor, but Is it the mission of a humane hospital to make diggers of eartli and mixers of mortor out of those mentally defective who are consigned to its tender mercies.? The meat contract is another feature of tho present sutoriutendeiicy that might be Inquired into with profit to the state. JOIIIimiY AND HNOIIOCItACY. The persistence witli which all con tracts dealing with electrical work or equipment are awarded to a certain Portland firm that is engaged in a busi ness foreign to electricity might also Ikj investigated without prejudice to the Istst interusts. The advent of this man l'atno as chief at tho asylum marked the era of snnhoc nicy there. Then liegan the assignment of a cook, uiuler name and pay of "at tendant," as cook for tho olllcors.
