tho lists names of persons qualified

Collector Patterson says he did not

were all there, but no deputy. So he
concluded that tho civil service law
had not been extended to cover that
species of functionary aud that lie
coulJ be appointed from tho outsiders

he named Mr. Mlnto for the olUcc of
deputy.
