the United States by conquest,
with tho possibility of other territor
ial losses, or Indemnify tho United
States for tho added expense of
conquest.
This communication may not be
formally designated as un ultimatum,
but It will lack naught or tho con
clusiveness Indicated by that word.
This will be so plain that tho Span
ish commissioners will scarcely hagglo
for money on the Hrst alternative, nor
cherish any doubt rl tho American
action under tho second, should tho
first bo declined.

commissioners, know how much
will bo tendered Spain as tho cheapest
and most humane way of settling tho
difficulty. She Is exceedingly anxious
tocscapo the Philippine debt, which
consists of $10,000,000 In bonds, on
which sho repllzed $30,000,000. Of tho
latter amount sho Is believed to havo
expended some $10,000,000 or 11,000,
000 In fighting the United States
and a part In attempting to quell tho
Philippine Insurgents. A reasonable
guess at tho sum for the tender
would be $20,000,000, although It may
foil below that.
