We call the French a fickle and
volatile people. They will mob to
day tho prime favorite of yesterday.
Hut It Is doubtful If, even In France,
the whole tenor of popular sentiment

sudden and complete change as has
tho tenor of American press comment
on Cuba and the Cubans.
Three months ago the Cubans were
the noblest patriots In existence.
They had for years held their own
against all the armies that Spain
could send for -their suppression.
They were fighting, starving, dying,
pouring out their blood like water on
tho alter of liberty. Thoy had eamed
tholr freedom many times over. They
woro ,well qualified for self-government.
What 11 chango has come over tho
spirit of our droam, since the .Imperi
alistic bee has cuiumcnccd buzzing In
our bonnet,! Now tho Cuban Insur
gents uro a horde of lazy, cowardly
and worthless vagabonds. Now they
will do nothing but Ho In the shade,
smoke cigarettes and cat tho rations
provided by our army, They nre even
guilty of picking up tho caat-off
clothing which la thrown away by our
soldiers, and of using It to replace
their own niL's and tatters.
Why can wo not bo somewhat rea
sonable In this matter 'i The Cubans
hayo been carrying on a desultory
guerrilla warfare, the only way In
which thoy could Impo to hold their
own ntraltist tho trained nnd well
cciulpncu armies of Spain, They havo
been lighting on tho pb'ti followed In
our own Revolutionary war by Ma
rlon, "tho Swamp Fox," and by
Sumpter. Our Revolutionary bush
whackers live In history as .heroes,
which thoy were, but docs anyone
helped to capture Santiago and the
Spanish army, and If Garcia feels as
though he should have been consulted
at tie time of surrender, it Is not at
all surprising.
Another thing that has caused
some Justifiable ill-feeling on the
part of tho Cubans has been tho treat
ment which they have received from
some of our soldiers. Tho boys .con
sider them nn Inferior race, and the
more Ill-bred do not hesitate to show
this feeling. A correspondent of the
Boston Transcript sayn, on this peint:
"At the. same time 1 have
heard the talk of hundreds of officers
and HoldlcrM of our army about tho
Cubans and heard the insults .which
the worst disciplined of our troops,
! particularly tho volunteers, arc con

They beamed with Joy when, at the
start, the American soldiers shouted
"Viva Cuba Libre," but lately some

guards among our soldiors to call

any virtue nt all, It Is tho vlrture of
politeness, and such a breach of the
code of manners as this is about as

tho number engaged, as or tho Amer
icans. Garcia, with his 4,000 men,
was assigned tho duly of keeping
Pando with 5,000 Spanish reinforce
ments from gottlng Into Santiago.
