It is definitely settled, however, that a lorward movement will not begin
until the army is fully backed up by tho big guns the absence of which cost
so many lives during the previous engagement. Gen. Randolph's movement

front.
This, with four batteries already there. Is not considered by tho Amer
ican commander as sufficient, and probably twenty-four hours more will
elapse before a general engagement begins.

Washington, July 13. Secretary Alger received the follewing:
Playa del Este, July 13 At a meeting between tho lines at which
Gen. Shatter, Gen. Wheeler and Spanish Gen. Toral were present, tho latter
claimed that he was unable to act without authority of his government, but
he has received permlsslon'to withdraw and surrender the harbor ports, mu
nitions of war and the eastern portion of Cuba.
He urgently requests until tomorrow noon to receive an answer from his
government regarding tho offer of our government to send forces to Spain,
which was granted.

"On 11th tho surgeon-general received information that thoro were 14
cases of yellow fever In the field hospital. Since that time information has

Fatal Explosion.
St, Louis, July 13, One person
killed, two fatally injured and one
other badly burned are tho results of
an explosion at the residence of Mrs,
Ida Schultc. One of the children
tried to fill a lighted stove tank with
gasoline from a can. An explosion re
sulted, which probably fatally
scorched Mrs. Schultc. Her little 3
year-old son, Ignatius, was burned to
death, and another son, Edward, aged
15, Is dying as the result of his burns,
Mrs. Llzzlo Miller, a neighbor, who
rushed In to rescue tho victims of tho
fire, was badly but not fatally burned.
Sentenced to Death,
New York, July 13. Mrs, Martha
M. Place, convicted of tho murder of
the murder of her stepdaughter, Ida
Place, was today sentenced to die by
electricity at Sing Sing prison during
the week beginning August 29.

General Toral Refuses to Surrender Un
conditionally. Santiago.J ulyl3. Tuesday in reply
to the second demand for tho uncon
ditional surrender of Santiago, Gen
oral Toral flatly refused and reiter
ated his determination to resist to
the bitter end.
Notwlthsanding this the American
batteries did not open fire and a re
newal of the bombardment will prob
ably be postponed until some titno to
day when it is hoped that all of Gen
eral Randolph's troops will bo In po
sition. The siege guns landed yester
day will ulso be brought up as soon
as possible.
Torrents of rain fell Monday night,
drowning out the boys in the trenches
and making the road almost impass
able. This may delay the batteries
and siego guns
Tlio volunteers arc being located
along the great center, along which
road Toral would haye to retreat
should now bo foolhardy enough to
make tho attempt. The Cubans under
oleneral Calixto Gracla took Calmes
without opposition on Monday night,
and have entrenchments on each side
of tho road. The Americans are now
in a position to strike the enemy In
tno left flank and keep It up, making
the Spanish entrenchments north of
tho city untenable.
General Toral, realized tho weak
ness of this flank, has been busy
under his flag of truce in doubling
back with the entrenchments and
fixed his guns In tho direction from
which he Is threatened. Most of
General Randolph's guns will be lo
cated on the heights, the center of
General Lawton's new position, whero
they command the town. Monday
afternoon the Caprons' and nalnes'
batteries on the right succeeded In
tearing up the entrenchments for tho
"palm" battery, as It Is called, and In
pumping shells into several block
houses on Salicntcs, but the shots
directed at tho Spaniards in tho
trenches did not appear to have much
effect. Shrapnel were rapidly broken,
directly oyer tho trenches, yet In five
minutes tho trenches, at every point
of explosion, would be alive with the
