GOVERNORS APPOINT OFFICERS,

Policy Regarding Privateers.
i Washlvctos, April 21. A bill

" iafijat the bill and Chairman Hull, of
tbe Military committee drove it
ihroueb with grreat rapidity.
Tbe draft of tbe bill was formulated
at the war department only 24 hours
ago, was introduced in tbe house,
Jered by tbe committee and re
ported the same say. 2fo such rapid
actios wou'd bare been possible dur
iBRtisses of peace. Tbe bill Is a per
jsaseat one and is not intended only
for this occasion. The only change
made "in tbe bill from the original
draft as sent out by tbe war depart-
Bient, is that tbe regimental officers
are to be appointed by the governor
of the states, instead of by the presi
dent. This was the practice during
tbe civil war.
In tbe seuate yesterday afternoon
I'orakerof Ohio said:
"I think that quickly, speedily, pos
sibly now, on tbe very day the ulti
matum has been sent to Spain, pereu
ant to the resolutions that passed
here, a movement Is made, and that
Koyeoient has practically recognized
tbe republic of Cuba, and I think it
possible, ir it Is true, that we will all
know Ty tomorrow that tbe Coban
Kuvernuicnt is today being officially
dealt with by the representatives of
this government, as it should be."
This statement coming from a
member of tbe foreign relations com
mittee was regarded as Important,
and in aoswer to a question be replied
that bis information ffbs "positive
but.not official."
The policy of this government in
the treatment of neutrals and regard
ing privateers has been outlined as
follews:
"First Xeutral flag covers tbo
enemy's property, with the exception
ot.contraband of war.
'.'Second Ncatral goods, not con.
tiabaod of war, are not liable to con
flscatlon under the enemy's flag.
"Blockades in order to be abiding
Bust be effective.
This doctrine was formulated In
answer to inquiries made by the
diplomatic representatives of foreign
countries as to the attitude or this
government,
' Intelligence was received at the
nayy department that the Spanish
wanblpsPehra, Viscayaand Oquendo
are at the Cape de Verde islands, in
company with the torpedo flotilla.
Experts regard this fleet as equal to
OBe flying squadron now lying In
Hampdom roads.
The m?y department Is trying to
devise some means-to bring home the
torpedo boat isomers now lying at
Falmouth, England.

matter of speculation. The experts of
tbe army and navy have laid tbeir
plans with tbe greatest detail for the
future, but they do not hesitate to ray
that any attempt to make these pub
Hcln advance, to tbe manifest advan
tage of Spain, would be actual treason.
Tbe Spanish employes at-tbe lega
tion passed tbe nigbt at Minister
Woodford's residence.
Tbe Spanish, minister, accompanied
by six members of bisitaff.left Wash
ington at 7:30 o'clock last night, tbe
Spanish government terminated Its
diplomatic representation in the
United States. Tbe minister and
his party left by tbe Pennsylvania
road going northward to Buffalo and
tbe Suspension bridge and thence to
Toronto. From there they will go to
Halifax to take an ocean steamer.
The departure of the Spanish party
was made without noticeable demon
strations. Tbe minister spoke feel

feeling has been against war. John
Burns last nigbt said empnatiial!y.
"Iamflrnjlr convinced -tnateven
at this eleventh hour war could be
averted if Great Britain used ber in
fluence with tbe continental powers
to bring pressure which might be
made Irresistible on Spain to grant
concessions which would satisfy
America. My sympathies are with
tbe Uoited States, but 1 am totally
opposed to war, though I can appre
ciate tbe feeling in favor of it en
tertained Jby the American people.'
This was a sample of comments
made, tbougb some members of par
liament are averse to further inter
fere at either Madrid or Washington.
Sir John Cullom, a retired naval
officer, said:
"I am very doubtful as to the qual
ity of the stragetic knowledge and
ability of tbe Spanish naval com
manders. They are brave men and
good navigators, but 1 would not be
surprised if their strategy proves en
tirely defective, as I do not think
they have had any training. Accord
ing to reports, they have locked up
tbeir fleet at Cape Verde, but I fancy
they hare not been quite so foolish as
that, and tbat their ships will be first
heard of a good deal west of those is
lands. They must know tbat Ameri
ca's plan of campaign will be to de
liver an attack on Cuba within 24
hours after tbe declaration of war."
"Are the Canary Islands and Cape
Verde Islands strongly fortified ?"
"They have a few modern Searth
works there, but these should suffice,
as no admiral would be justified in
risking his ships against any modern
earthworks armed with moderately
good guns. Besides I have always
suspected that France has a lltn on
the Canaries, assbc has Immense In
terests in Spain, for which I am In
clined to believe the Canaries are
security. I do not believe the United
States nary will operate bo far away
as the Canaries.
