Scoring the Kicking Horse men, Statement From a Member of the Board of Agiiculture. Wheatland, Dec. 27. (To the edi tor.) I saw in Tho Oregonlan of December 23 nn article headed "Will Not lletract," stating that tin sec retary of the board of agriculture was Instructed lo receive no entries from tho members of the North Pacific Trotting Horse Protective Associa tion, unless they would retract tho resolution passed at their meeting, as follews: "That no member race at tho next state fair, unless wo arc lirst paid our race warrants.' Now, tho resolution I voted for, a I understood It, was this: "That the secretary or tho Oregon state fair received no entries from any ono participating in that meeting." There was no retraction about It. They were forever barred from racing at the Oregon state fair, unless the board of managers saw fit to rescind this order, and I, for one, will never do that. I don't arraign tho associa tion. iuey wouia not race unless we paid thetiii This is a free country, and they had a light to pass It, if they saw lit; but they had no right to accuse the board of directors of being a set of scoundrels, rascals and thieves, as they did; and that Is the reason why wo debirred tliein from ever racing at tho Oregon' state fair, and not as they would like to make people believe, Occauso they wanted their money. We would like to sec them get their money. When I sec such men as Looney, Scott, Baker, Albert and others offer to go down In their own pockets for from 8200 to $500 cacli to cash the horseman's unpaid warrants if the rest of tho board would only help them out, 1 say I am sorry to see those men so unjustly abused. I plead guilty as one of Jioso who utterly re fused to go down in their own pockets to cash those warrahts. Being a new member of only a few days, I thought I was not responsible for tho defic iency In the least, but after hearing tho secretary's report, every dollar be ing accounted for to my satisfaction, i would have then taken up my pro rata of tho warrants but for the un gentlemanly accusations the Horse men's Protective Association brought against us. Talk of the state fair not being able to run without so much racing is a'l bosh. It is my honest opinion that wo could take tho $3100 that tho race couse run us in debt this year, and let it be known throughout tho state that that sum extra was to be hung up in premiums for the tillers of the soil, and tlmro would be the greatest crowd that was ever seen at the fair grounds. I remember years ago wlicn you could count all tho racers at the fair on the Angers of your hand. Hum boldt, Kyestraw, Rifleman, Paul Jones, Fly-by-Nlght and a few other comprised our racers then. There was no pool-crier then, no waiting to sel 1 pools; everything went on its merits. And, oh, what crowds wc had at the fair those daysl I hayo heard tho managers of the fair sigh for those gcod, old days, as the children of Israel sighed for the ileshpots of Egypt.. To the Horsemen's Protective asso ciation I would faaj: Don't think you hold a club over our heads, for I certainly think wc can get along without you. Our total k.Uc receipts, Including giandstand, were $.Y753.05; expense of race course, 8.V.H5.50 more than all our (jute receipts. Wo paid out this fair un speed warrants $4, 134.70. After such a showing as this, don't think you can "bust" tho Oieuoti slate tair by refusing to race 1 have no onimosity against the honest, reputable horseman. If a man has a good horse and prides him self on having It, I gloiy in his pride; but I don't think any racing man has a right to dictate to or browbeat tho management of too Oregon state fair. Our financial repo't has been pub lished, and is open to criticism, and It there is anything wrong with it, tho public has a right to say bo. I want to tell the Protective Associa tion not to send any uinre annonymous corumunicationb to the members of and great excitement prevailed at the corner pf lerry and Commercial streets, Saturday afternoon when- a suspicious, though a very gentlemanly locking fellow, who had been sauntering up and down Commercial street looking eagerly into all grocery stores as If his life depended upon what lie sought, an olllcer suspiciously arrested him as he was about to enter the P. O. grocery store to buy a complete stock of groceries and crockery and It Is feared by tho other dealers In Salem that he will expose the fact that Harrltt & Lawrence's store Is the cheapest place on earth to buy 'Strictly up-to-date groceries.
