tho workmen's freedom to join unions,

ence to non-unionists. They claim
liberty to put men on piece work to

standard rate to all workmen. They
agree to pay tho current rate to efJl-
clcnt men, but thoy are to judge of
elllclency, and they may employ non
clllclenls at lower wages. Thoy will
employ as many apprentices as they
please.

the amount of tho note, but that he
had been a careful reader of his paper
