The public service considered as a
private snap is an old story. The
sacking and burning of Troy not more
ancient history than the- looting of
public funds Jaud the grabbing of
public opportunity by the supposed
servants of the public. Yet our gov
ernment Is not a failure.
But it Is a public duty to labor for
progress and improvement. Hence it
Is not for the purpose of invidious
denuuclatlon that we call attention
to Mr. Tom Tongue's method of
selecting a cadet for West Point. As
congressman he dias a right to desig
nate a cadet to that military school.
The school is supposed to be above
the reach of political influence lie
quietly allows the Information to
leak out to the right person, and no
other, that he has the 'place to give.
That person has his son slip around
and get the signatures ofllcpubllcans.
In the meantime, all other applicants
are politely answered in a franked
letter that their application shall re
ceive due consideration, etc. Of
course, this Is a lie. it is never in
tended they shall be given any con
sideration whatever. The intention
of tho congressman, if he has any, is
to give It to the person who has
already secured u promise of It and
has acted upon that promise and ex
pects It to be performed.
So a son of the oilicial also Is
chosen. The public Is defrauded and
the appointor deceived because
he stands very little chance
of success. The right of all the young
men of the district is trampled under
foot for a favored class. The custom
of filling the position by competitive
appointment is ignored' And such a
thing Is done In a few lands where the
people govern.
