about the world's fair and to publish

While supporting Dolph for senator
In that session he was personally at
work undermining him In the interest
of another candidate. The Statesman
was probably supporting Mitchell the
same way. For a paper that has
drawn its thousands annually out of
the public funds, the question is,
what has it done with it? Only the
Inherent rueaoness, smallness, rapac
ity, treachery and unreliability of the
manager can account for its present
broken-down financial condition. Our
sympathy is with the community and
the friends he pretended to serve.
After bleeding a man like Judge Ter
rell, and pulling his leg for all sorts of
contributions, and even a SjOO grab
at once, it turned against him when
In trouble, not becauso it loved com
mon honesty in -public aflalrs but to
cloak Its own robber methods. The
Statesman should turn over a new
leaf, stako a new claim, restore Its
credit and not humiliate the friends
It may still have by a further course
of unprincipled conduct. This advice
will be lost. Its herring-headed Mis
souri Democratic turncoat editor lias
no more comprehension of conduct
along a line of principle than a dead
horse has of Shakespeare.

the Cleveland administration when
. the Sherman act was repealed and
when Cleveland vetoed the bill to
coin the silver seigniorage, wages
went down from $20 a month for farm
hands to $2 and $15. Now they are
down to $10 a mouth, and farmers arc
behind In their rnyniciits and not
many can employ. Some still believe

they must admit that there Is no pro
tective duty on farm labor, and that
under Cleveland wo were still pperat

purchasing power. It is plain that
tio MeKlnley prosperity has not re
turned so far as farm labor is con
cerned. But wc must not blame the
farmers. They cannot pay more un
der present conditions and keep pos
session of their lands. They must
compete In the open markets of tho
world with their surplus products, Ip
competition with the cheapest labor
of countries that are not on the gold
standard, while they must pay debts
and taxes still on the basis of good
times prices. Taxes and the public
expenses and rates or Interest have
increase while the products of the
soli have grown less and less i.i pur
chasing power as expressed In dollars
Public expenses, taxes, interest and
principal, life and lire insurance, all
commodities that can be put under
the operation of a trust, are fixed j
charges that the farmer must meet in
dollars and have not been reduced,
while tho purchasing power of his
products has been reduced. Hence
ihc laborer and producer must bear
the big end of the burden and go
without employment or lose their
lands. The laborer or farmer who
votes for the gold standard must re
allze that prosperity may come for
others but cannot come for him along
that line. Wc intend in a future ar
ticle to show why dead capital cannot
be relied upon to increase prosperity
of the masses.

It Is to be hoped the Republicans
will not insist on making the chair
man of their Republican county cen
tral committee, a member of the
school board. To do so is to bring
thoschoolsof our city under control
of the present party machine and it
has about all It can attend to. The
Republican party cannot afford to of
ficially assume any responsibility for
the management of the public
schools. The people are hoping for
the time when all the politics can be
eliminated from public schools in
place of injecting more into them.
They cannot with safety to the Inter
ests of the community be made a
matter of politics, and it should not
be done. Mr. Davis is a good citlzeu
and means well, but he is being used
in this matter as the tool of design
ing people. He lives In the extreme
soutli end of the district alongside of
a member of the board and there is no
evidence that he follows politics for
anything but what there Is In it, or Is
anything more than an intensely
bitter partisan. That class of poli
ticians should not be placed In con
trol of our public schools.

Morgan occupied most of-ithc time,
Saturday, in support or the Harris'
resolution relating to the Union Pa
cific road. He severely arraigned the
executive officials connected with the
sale or the government Interest
In the road. Final action on the jes
olution was not reached.
Quay made the point or no quorum
as soon as the journal had been ap
proved. Only -10 senators answered to
their nemes, and, on motion or Jones,
or ArkansaSjthc sergcant-at-arms was
instructed to notiry absentees that
their presence was required.
The senate conferees on the tariff
bill were summoned from their com
mittee room and swelled the atten
dance to a quorum. After the usual
routine business connected with the
presentation or bills and memorials
the senate went into executive session.
The doors were opened at 2:30 p. m.
and Morgan then took the lloor in
support of the Harris resolution. He
presented figures to show that the
loss to the government, If the pending
Union Pacific settlement was carried
out, would be $2.",000,000, and he com
mented upon the fact that in doing
this the Union Pacific would secure
property which they p oposed to cap
italize at $202,000,000 The senator
declared that the agreement for the
sale of the government interest in
the Union Pacific was in violation of
the statutes. Morgan argued that tho
agreement by which the reorganiza
tion commcttce would bid $15,000,000
for the government interest was ex
pressly designed to put other bids out,
as it permitted the committee to use
the $17,000,000 sinking fund in the
treasury as a part of their bid, while
other bidders had no access to this
$17,000,000. He presented a series of
points showing, he said, the "mon
strous fraud" and the "scheme of ex
tortion and oppression" constituting
the "most audacious plan of railroad
wrecking ever devised."
The senator said President MeKln
ley could not afford to carry out the
agreement concerning the Union Pa
cific made by President Cleveland; he
could not afford to become the ad
ministrator de bonis ton of an act of
theClcvcland administration so offen
sive as to wreck any man.
Morgan nad not concluded when, at
5:23, he yielded for an adjournment.
