The Corvallls Times, Democrat has
this about a ltepubllcan: "Senator
Hughes is one of the staunch men of
Webfoot. lie landed In Oregon with
the Immigration of 1837, and has since
made his home In Washington county
where, his friends say, he is one of the
mudsills or the community. Ho was
a member of the last legislature, be
ing chairman of the Republican sena
torial caucus, and presiding olllccr of
the Republican senatorial conference.
He voted for Mitchell forsenator, and
declares that If, in the beginning, the
house had been organized, that Mitch
ell would have had fifty votes ani
that lie would have been elected."
In justice to J. N. Brown, rcprcsta
tivc from Morrow county to the last
legislature, his statement published is
here given. It refers to the assertion
that Mr. Brown has removed to Hills
boro, Washington county, and thereby
created a vacancy in the legislature.
"I desire to correct the Impression

xious to be a member of the legisla
ture, but because if I remove from
Morrow county I want a more sub
stantial craft than "a floating report."
I have formed a law partnership in
Hillsboro and 1 have a law partner
ship in Morrow county, the firm at
the latter place being Brown & Red

boro, and 1 do in Hcppncr. 1 have
not removed from Morrow county.

there. I expect to spend a part of
the time In Washington county, but I
do not know that I shall ever make It

The secret service department is
hunting for counterfeiters who are
flooding the country with half dollars
made of pure silver. These coins are
really worth 21 cents more than the
genuine ones issued by the gov
ernment, and the counterfeiters
make about two bits apiece out of
them. It is a curious state of affairs
that makes this possible.
It is said that a young women once
asked Chief Joseph if he had ever
scalped any one. When the question
was translated to him Joseph looked
at the fair questioner intently, then
walked around tehind her and viewed
the knot of hair only half hidden by
her bonnet. "Tell her," he said to
the interpreter, "that I have nothing
in my collection as fine as that."
Everbody knows that the Marlon
county Judge has some very superior
advice from somewhere. Here is
LawyerBlngham's answer to a citizen,
when asked to sign the petition to
repair the bridge: "My advice to you
is to let this matter alone. The
county court knows Its business."
Judge Boise not only talks rural
politics but he is a farmer and makes
his living that way, besides having a
good law practice. The Dallas Item
lzer man, on his'travels, says:
"Here wea"re at the Boise place
which has for years been owned by
Judge "Reuben P. Boise, now of Salem.
The tract did contain 2800 acres but
he has sold 120 acres of it. Ho comes
oyer frequently to look after his in
terests there and wo found him busy
overseeing the planting of ten acres
of corn for his daily cattle in charge
of J.S. Macombcr, who lives in the
Boise residence and is caring for thirty
live cows and sixteen calves and mak
ing butter and cheese, ne is a practi
cal dairyman of many years experi
ence in the east. Judge Boise repre
sented this county in the territorial
legislature of 1854 was in the constit
utional convention of 1857, has been
chief Justice of the state and was for
four years circuit judge on this district."

Section 3. It shall bo the duty of the city
marshal of the city of Salem, or any one ap
pointed by said city marshal, and he is hereby
authorized to seize, impound and sell or kill
and bury any and all dogs, sluts or spayed
sluts found by him within the limits of the
city of Salem, Oregon, the owner or owners of
which have failed to procure and pay for a
license as provided in s;ction 2 of this ordin
ance. Upon the taking up and impounding
any such animal the city marshal shall post a
notice on the city bulletin board and shall
send a similar notice to the owner of such dog,
slut or spayod slut, if the name of such owner
and his address is known. Such notice shall
state that unless the owner of such animal, or
other persons having an interest therein, shall
claim posession of the same and pay all fees
and charges of impounding, keeping and
posting the same, together with the sum due
to the city for license thereon as here inbefore
provided, within five days from the date of
such notice, the city marshal will piocecd to
sell tho said animal at a time and place
theretn named, not less than five nor more
than ten davs from the date thereof, to the
highest bidder for cash. Such sales shall be
public, and shall be held at the city pound
and no bid shall in any case be received for
any animal for a sum less than the fees of im
pounding, advertising, keeping and soiling
the same, together with an amount sufficient
to procure a license for the said ' animal, for
which last amount the purchaser or owner
shall receive a license upon such animal for
the current license year.

his own expense.
Section 4. No slut or female dog, in time
of heat, or vicious or mad dog, shall be per
mitted to run or be upon the public streets or
alleys of the city of balem, whether licensed
ur noc, uniess securely muzzled or lea by a
rope or chain by the owner or keeper thereof,
and it shall be lawful for any person to kill
any such dog, slut or spaped slut so found at
large and the owner or keeper of any such
dog, slut or spayed slut permitting the said
dog, slut or spayed slut to be at large in vio
lation of the provisions of this section shall,
upon conviction thereof before the city re
corder, be fined not less than $10 nor more
than $50 and be imprisoned until such fine be
paid, not exceeding twenty-five days.
Section 5. All dogs, sluts, or spayed
sluts more than four months old found within
the limits of the city of Salem without a
license tag thereon, arc hereby declared to
be a public nuisance, and any person or in
habitant of the city of Salem who shall keep
a dog, or dogs, slut or spayed slut within the
limits of the city of Salem without first having
paid tho license required therefor by this
ordinance, and having the number thereof
stamped or engraved upon a collar upon such
dog, slut or spayed slut, as hereinbefore pro
vided, or who shall causa or permit a collar
and number to be put on a dog,slut or spayed
slut, with intent to avoid the payment of
a license therefor, shall, upon conviction of
such offense before the city recorder, be sub
ject to a fine of not iessthan Jionormoro than
$50, or be imprisoned not less than five nor
more luan twenty-fiye days
