smothered In committee or reported
adversely, and that invariably settles

then, that the speakership under pres
ent circumstances Is most Important
If not positively necessary."

Section 3. On tho first Saturday In
May proceeding each regular general
election, the county Judge In each
county of this state, shall appoint in
each precinct iu his county, three
Judges of election possessing the qual
ifications of electors.
In every county tho chairman and
secretary of the county central com
mittees of the three political
parties, which cast the largest, the
second largest, and tho third largest
number of votes respectively at tho
last general election in the state
for Justlco of the supreme court

hereby authorized, to propose and
recommend to tho county Judge of
such county In writing tho name of

Editor Journal: We see how
General James li. Weaver, of Jowa, Is
trying to effect union in that state
when all bis party leaders are trying
to prevent It. Washburn aDd Butler
are dally writing and sending cir
culars all over the United States, ad
vising Populists to refrain from
union. Washburn says, "We must
not be mere camp followers of an
other party," and "we must not al
low the Democratic party to swallow
us." Nevertheless that veteran silver
leader of Iowa is still hammering
away at union. If Oregon had .more
Populists of hU type she would
be better off. To unite with the Dem
ocrats and Silver Republicans would
not.be camp-following, at least the
Democratic party would not be swal
lowing the Populist brethren, To
still remain united means sure victory
and tobeperate n-cans defeat to the
silver force?. Whl'e .the Democratic
and Populist party stand on the same
platform, or almost the same, why
will they talk of separating for some
minor issue which will not do tho
country any good till free silver
triumphs. To persist on separation
la this question, conveys the impres
sion (hat the Populists arc not flghtl ng
for silver hut for name and place, and
has a tondency to prove that they are
not sincere in their belief. One year
from next Juno the voters of Oregon
will be called together to elect a con
gressman and legislature. For silver
to triumph there must be somo good
work ;donc. Will the Democrats,
Populists and Sliver Republicans,
unite In ono party and carry tho elec
tion or will they separate and allow
the tireless gsldbug to have a sweeping-victory.
This will be the effect
of every campaign for years to como
as long as union Is not effected. The
Populist party will never win to
fight alone as insisted by Washburn,
but will in time, become extinct.
Tho Silver Republicans show that
tboy are flghtlug for principle by
tearing loose from their party, and
advocating Independent American
Bimetallism.
If the two sliver party les had united
In Jfcine an honest American citizen
would have represented the First con
gressional district of Oregon, In con
gress Instead of a Englishman gold
baKm. Thus wo 6ee the need of com
plete union which will bjnd every part
of tho silver clement In one compact
body well organized, and then It will
be able to cope with tho great gold
monarchy. Sliver fought In the last
campaign Just merely In ita infancy
and did better than was really ex
pected, and now as we have a deep
hold wo must not turn back, must not
be discouraged and forever defeat our
selves by rashnesi or anything that
pertains to losing courage. Democrats

Amendment to Give Peop!ef Ore
gon Direct Legislation.
Hon. W.S. U'Ren, of Clackamas
county, has presented a bouse Joint
resolution for an amendment to the
constitution of the state of Oregon, as
follows:
Resolved, By the house (the senate
concurring) that the following amend
ment to the constitution of the state
of Oregon be, and hereby Is propwed:
Section 1 of article 4, of the constl
Hon of the state of Oregon shall be,
and nereby Is, amended to read as fol
lows:
The legislative authority of the
state shall be vested In the legislative
assembly, which shall consist of a
senate and bouse of representatives,
The legislative authority shall also
be vested in the electors of Oregon,
and may be exercised in the manner
hereinafter provided. Style of every
bill shall be, "Be It enacted by the
people-of the state of Oregon."
Two-fifths of all the legislative as
sembly shall have power, by demand
duly entered on the Journals at the
time of the final vote on any bill, to
refer thq same, or any part thereof, to
the electors of Oregon for approval or
rejection at the next special or gen
eral election.-
Eight thousand electors, which
number shall include at least two hun
dred and fifty from each of ten coun
ties of Oregon.shall have power tore
quire that any act, of the legislative
assembly shall be referred to all the
electors of the Ktatc at the next gen
eral or special election, by filing their
demand in writing with theSccretary
of State within ninety days from the
end of the session of the legislative as
sembly which passed the act. A two
third's vote of tho members pf each
house shall be required to give effect
to any within ninety days from the
end of the session.
Fifteen thousand electors of Oregon,
which number shall Include at least
two hundred and fifty electors from
each of ten counties, shall have power
to propose any law, amendment to a
Ja w,or amendment to the constitution
of the state of Orcgon,and require that
it be referred to all the electors for ap
proval or rejectlon.at the first general
or special election occur ring not less
than four months after such demand
in writing shall have been filed with
the Secretary of State.
Every act, part of an act, or consti
tutional amendment which shall be
referred to tho electors, shall take ef
fect if It is approved by a majority of
those voting thereon, butj not other
wise. Until laws ere enacted providing es
pecially for carrying into effect the
provisions of this amendment, the
Secretary of State, and all other of
ficers, shall be guided in its enforce
ment by the general election laws aad
tho provisions of the acts heretofore
passed referring constitutional amend
ments to tho electors of Oregon for
approval ot rejection.

wife, husband, agent, or attorney of
such owner may notify such officer
that he claim such premises as his
homestead, describing the same by
metes and bound, lot or block, or
legal subdl viilonof the United States,
wherpiinon such officer shall notify
the creditor of such claim, and if

minimum in this act. and he deem it
of creater value than fifteen hundred
dollars, then he may direct the sher
iff to select three dlsmtereaiea

shall examine and appraise such
homestead, under oath, com
