element embraces many' men pledged
to the most rigid economy, who want
abuses abolished and only K'd laws

Mitchell elected senator. Some of
these men gave Mr. Mitchell personal
pledges of support; some believe In
hlra a a silver man; some have assur
ances that he Is a gold standard man;
and sonic have asu ranees of a plucc If
he Is chosen. This latter statement Is
not said to offend anyone, but Is n
common Incident of the election of a
senator at the beginning or a Repub
lican administration, and whhh
should not reflect on Mr. Mitchell.
Third, the element that will tot
ronsent to any organujitlon along the
old party lines of extrayagant employ
ment of party workers about the legis
lature and retention of abuses and
useless commissions created by the
party. They say they would rather
go home to their constituent without
passing a bill than allow the raids that
have always followed an organization,
and which have grown worse from
year to year. They say the employ
ment of sixty useless clerks by the
senate, and the disposition of the
Ilcnson house to vote codes and all the
regular grabs docs warrant them In
opposing such work to the end.
Fourth, the men opposed to Mr.
Mitchell as a matter of principle,
who regarded tlio money question us
the vital IMule of the late campaign,
and want cither a gold man or a
silver man elected senator. The
blmotallsts and the gold standard
men both say Mr. Mitchell should be
ouo thing or the other. Many of these
meu go farther and say senator
Mitchell has shown himself to be In
the funding bill combine and ought
not be elected on that account
These are the elements that have
up to date prevented the permanent
organization of the legislature. The
responsibility of determining which
- Is the lawfulorganlzatlon of the hnuso
now rcsta on the senate, If It rcceg'
ulzcs the house as organized by the
Ilcnson faction, without a legal
quorum as dotlnod by the constitution,
then tlio sonata and tlio faction will
constitute the organized legislature.
The peoplo-aro not 'petitioning for
any new legislation. They uro anx
ious that homo repealing shall be
done. Rut If not u law -Is passed no
one will be hurt. The legislature can

Mulkey has a bill to limit the amount
of money that maybe lawfully used In
securing nomination or election, It
strike me that this bill Is about the
right thing, and more especially that
Senator Mulkey should be Its cham
pion. Had such a law been on our
statute bo-iks and have been faithfully
observed by Senator Mulkey during
the year I8M I am satisfied that It
would have been greatly to his advan
tage financially. It Is the prevailing
belief in Polk county that there was
above i'XX) used last spring by Senator
Mulkey and his associates In stocking
the primaries to the end of bccurlng
rioiuf rat ions.
The spirited contest of Senator
Mulkey and others against the antl
Dolpli faction opened the way for
these transactions coming to light.
There aftr the nominations the
committee and candidates levied an
assessment on tlie candidates amount
ing in round numbers to one thousand
dollars. Tlio candidates for Represen
tative were assessed $12.1 each and I
suppo.e the candidate for Senator
was placed still higher on Ihccanvass.
Mulkey was known to gather numbers
from the audience, take them to din
ner and pay for the same. In fact the
demands upon the senator's bank ac
count were so great that 1 am In
formed he has not yet able to scttlo
his livery bills. And although he has
been four years county clerk of Polk
county at a handsome salary he has
not had ready funds to meet maturing
obligations since election, and all at
tributable as I believe to this extraor
dinary demand and outlay to secure
nomination and election. However, as
a more positive proof of the foregoing
and of tlie severe strain utxm tlie
purse in the last campaign I may state
conclusive clrcumstancos.Senator Mul
key was county clerk until July 1890.
McCrow, of Salem,purohased the Post
farm near McCoy, of W. II. Holmes
(assignee in March last. McCrow In
formed me that he paid cash in hand.
Also McQucrry a mortgage creditor
Informed me that ho received his
money In due course. Senator Mul
key left the clerk's ofllce In July last,
and I have had business with him und
have paid him money siuce. Now, on
Pec- Slst lat 1 received n letter from
Senator Mulkey saying "I Inclose
check for $42.25 being your por cent of
the Post estate.-' Remember, this was
some nine mouths after McCrow had
paid cash. On Jan. 4th 1807, 1 wrote
the senator about as follows,
Hon. II. P. Mulkey, Dallas, Oregon
Dear Sir: I am In receipt of your favor
of 21bt Inst, with cheek for 202.23. It
Is a surprise to mo and 1 cannot under-j
stand It and must appeal to you for
explanation. I may say that I was
Informed by McCrow that he paid for
the Post farm wheu he bought It.
Please where has this money been all
these months? Did Holmes uso It cul
tivating and markctlngacropof hops?

What manner of campaign has the
senator to conduct before the legisla
ture or Oregon? Can they not all
read; and are they not men of Intelli
gence ? Has not Senator Mitchell a
public record of 18 years on questions
as senator? And in the face of that
record what legitimate Influences can
tlie senator bring to bear to secure his
election ?
Rut these advocates of the senator
have shown that they are insincere,
and that they arc not so conscientious
of duty, but on the contrary, they are
only solicitous under direction of the
senator of securing his title to that
vacant scat 3000 miles away.

Edward Jenkins, of Baker City,
while holding a pistol In his hand in
some manner discharged it, the ball

of an amputation of one big toe.
Stanley Bell, of Astoria, had a nar
row escape of drowning one day last
week. He was shooting ducks and at
tempted to shoot from his boat when

third and last point, developed in our
analysis, which forms the part of the

disorders with. which the gospel dis
pensation is to close; to be followed
by the Inauguration of the reign of
righteousness by the returning Prince
of Peace. We go back, therefore, to
the creation to study the problem on
the economical or industrial, as set
forth In the Bible. The point now
up for solution and to which we wish
to arrive, Is that of liberty of labor
in our economical relations, as we
have already reached liberty of
conscience in religion, and suffrage In
politics by the force of man's
free will. What then are the Bible

This arrangement was not an excep

300 years afterwards, when God Inter
fered actively again In calling a spec
ial people to be the model of all other
peoples and the medium of their bene
dictions, ho established the same con
ditions In favor of that chosen people
by his commandments given to their
teauers, iioses and Joshua. A land
eluding the necessaries of life, are
kept at the hlghcstpricesby Infamous
speculators, stock jobbers anu trust,
combines. Such are the audacious
iniquities practiced in so called Chris
tlan countries in the nlnteenth cen
tury of the grace of Jesus Christ. And
such is the organized brigandage that
eoes under the name of lawful gov
ernment! Marriage, the Inalienable
right and duty of every normally con
stituted man and woman, Is thereoy
rendered a grievous burden for the
toiling millions, and the pleasures of
home life are absolutely cutoff from
them. But this awful lake of fire,
yawning before us. is that the last
