Of course, the senators and congressmen from Oregon liaye a vole on the bill, and in a broad way the question of the government fore closing the debts against these Pacific railroads or extending those debts and practically cancelling them, Is before the people and before congress, i Wo have no hope that under the present political system, where the uorporatl(in Tlrlually dictate the nominations and largely control the elections of senators and congress men, that tlie people can get any relief at the hands of congu-M. There were a numler or prominent visitor at the otllce of M. A. llanna today. Among thcrn were Hon. Henry C. Payne of Wisconsin, of the national executive committee; General Wfl Ham Oiborn.of Masaachusetts; Frank W. Mondcll or Wyoming; George Robertson, a prominent politician of South Dakota, and well-known Ohio Republicans. Most or those named came together at Mr. Hanna's olllce and held a long conference with the national chairman. It was stated that Mcsscrs. Payne and Osborn came here to confer with Mr. Hanna on business connected witli tlie national executive committee. General Anson G. McCook, who was theguctof Mr. Ilannaat Wlndmoer. during his brief visit In Cleveland, left for Canton today to call upon the President-elect. There was a constant stream of callers at the home or tho President-elect this morning. Shortly after breakfast visitors began to arrive and kept com ing all day. One or the early callers was Charles Allison or KnoxvIIle. Tcnn. Mr. Allison was quite active In-the recent campaign and led tho light In his part of the state. In a talk with Mr. Allison lie said that In his opinion Tennessee would hardly be represented in President McKln ley's Cabinet. In lis heading to the above the I. O. stated that "It Is authoritatively stated that the state Is Incomplete." Mr. Allison probably had an "author itative" statement that the Tennessee Republicans would not get a place In tho cabinet. Heretofore when the elec tion was over the National oouimlttec disbanded and wound up its affairs. Rut it seems now as If Raima refused to adjourn. He is still In business and will keep his thumb on Mr.McKlnley. Ho will name his cabinet, and rule it too. Ho Is King or tho Republican party, and wears a crown or gold. STATEMENT. The books of the secretary of state December SU1896,sbow unexpended balances SL189 6,028.6 of appropriations of 1895 aud 1896 of 1236,028.64. Wa estimate that unpaid therefore there will remain unused balances out of th amounts claims payable out of said appropriations amount to t24.00t.55. leaving us used balauces of f212.027,09. No levy was made for 1120,239.79 of said appro priations: levied for said appropriations of (91,787.30 available for payment of tbe fore going Items of expenses and deficiencies. In the levy of January 9.1896, It was mougni tnai mo estimate oi s.'v.-uo.m, me amount or claims to be paid out of tho balances of 1893 aud 1894, wax correct ; but at the end of tbe year lh'-XJ. the books of tbe secretary of state show that only 123,751.52 of this amouut was needed, leaving an available surplus of 13.453.82. The mis LOllaueous receipts of tbe year 1S96 amounted to 130,059.27; of this amount ill, 826.11 was set apart for payment of expanses levied for January 9,1896, leaving a balance of (18,233. 16. We estimate tbe miscellaneous receipts of 18V7 at 111,350.80.
