First It conflicts with subdivision 10, section 23, article 4 of tho constitu tion, whloh provldea that the legislative assembly shall not pass local or special laws for tho assessment and collection of taxes for stato, county, township or road purposes. Second It Is a looil law ''regulating the practice In courts of usllce" con trary to subdlvlson 8, soctlon 23, artlolo 4. Third It Is In violation of section 22. nrtlolo 4. whloh provides that "no action shall over bo revUed or section amended by mere reference to its title, but the net revised or section demanded shall be sot forth uud published at full length." Fourth Contrary to section 20, art Iclo.4, which provldea that "Every act shall embruco but ono subjoct, and mutters properly connected therewith, which sutiocts shall be expressed In tho title."
