ster petition will bo prosented by Ropro
?cntative Murray of South Caroliua, tho
ouly coloro man in either houso, pray
ing for the restoration of tho rights of
political suffrago in tho District of Co
lumbia. It will bo signed by a majori
ty of the nogroos of tho District, hoaded
by Frederick Douglass and ox-Senator
Bruce. This move grows out of tho re
fusal of tho commissioners of tho Dis
trict to appoint a colored man as one of
tho members of tho board of assessors
recently croatcd by act of congress. Tho
colored men had an applicant in the
porsou of Daniel A. Murray, an assist
ant in tho congressional library and a
member of tho board of trade. Fredorick
Douglass especially interested himsolf in
bohalf of Mr. Murray, but tho board ro
fused to appoint him. Tho colored peo
ple mado a stubborn fight for tho assess..
orship, and now that that has been do
uicd thorn no offices aro left, and thoy
proposo to memorialize congress for tho
restoration of tho right of suffrago iu
tho District.
Whcu tho suffrago was in voguo iu
tho District, tho negroes wcro an impor
tant faotor in tho government, and a
part of tho putronago was accorded
them. Thero wa: a uogro assistant dis
trict attorney, a tax registrar and a city
marshal, and other Iucrntiyo ofllcqs
woro filled by thorn. But with abolition
of tho right of suffrago thoy havo boon
cut off ono by ono until thonssossorship
was tho only placo filled by a negro.

Frederick Dongluss says that tho gov
