The tarlfl bill has been submitted to the full finance committee. The more import ant part of It was as follews: Sugar, not above SO degrees polarls cope test, one cent per pound; for every addition al degree or fraction not above 90 de grees ou one-hundredth cent addition al; above GO and not above 96, two hun dredths cent per degree; above 96 de grees one and one-quarter cents per pouud. Molasses, testing nut above 56 degrees by polariscope, two cents per Gallon; above 56 degrees, four cents. Whisky, 11.10 per gallon, and the bonded period exteuded from three to eight years. Iron ore, 40 cents per ton. Lead ore, three-quarters cent per pouud, including lead mixed with sil ver ore. Coal, bituminous and shale, 40 cents per tou; coal, slack or culm, 15 cents per ton. Coke, 15 per cent, ad valorem. Iron ore, 40 cents per ton, free under the Wilson bill. Pig iron, splegelelsen, etc.. 22i rr cent.. Internal Revenues." WAsmsaxoN, March 8. The inter nal revenue section makes many verbal but few essential changes In the Income tax provisions. It makes a tax of two cents a pack on playing cards, similar to the Wilson bill. It taxes all tobacco, cigars and cigarettes weighing over three pounds per thousand, $ per thousand, paper cigarettes less than three pounds, $1, those wrapped in tobacco, fifty cents. Strike Settled, Charleston, W. Va., March S. By requests committee of strikers bad a conference today with the military and civil authorities. The miners will probably resume at a reduction. The trouble is considered settled. The Seattle Election. Seattle, March S. The complete returns from the city eleotlou show that the whole Republican ticket has been elected by even greater plurality than the most sanguine had anticipat ed. In the face of six tickets in the field, many of the Republican can didates were giyen clear majorities out of a total vote of 9029. Byron Pnelns, Republican candidate for mayor, re ceived 4696 vote. The candidate, with pluralities aud majorities, were as follews: Mayor Phelps, Republican 4,696 Durie, Democrat 1 ,S 15 Cuapiu, Cltizeu 591 Piper, Populist 1,605 Dunlap, Prohibition 167 Jordan, single tax 41 Phelps, plurality 2SS1; majority, 477. Evarappoluted In district No. 19, THE LAST mm KILLER, End of the Famons Coughlin Murder Trial. INTERESTING HISTORY OF TAB CASK Tho Closing Address Three Days. Lasted Chicago, March 8. Assistant Pros ecuting Attorney Bottuin closed his address iu the Coughlin case last night, after talking three days. Judge Tut hill charged the jury this morning aud it is expected they will goout during the day. The Coughlin trial has been eno of the most note worthy in the criminal aunals of the country. Like the former Crouin trial It has been replete with sensations, and of remarkable duration. D.tuiel Coughlin. an ex-city detective, was charged with complicity in the murder of Dr. P. H. Cronin, a prom inent Irish physician. Croulu was well known in one faction of the Clan ua Gael and it was to members of an op posing faction that his murder was charged. At the former trial Coughlin, Martlu Burke, Patrick O'Sulllvan were convicted of tho murder aud sentenced to life Imprisonment. The two latter died in prison and tho prvseut defend ant secured a new trial. Dr. Cronin disappeared on the evening of May 4, 1SS9. After a protracted search his body, mutilated and decomposed, wnD found in a catch basin in tho nntheru part of the city. In the same section of the city stands the little Carlson cottage where the theory of the prosecution places the murder. "In the present trial, after five weeks work, tho jujy was accepted on Dee. lit. Before the jury was completed several sensations were sprung iu tho shape of charges against juryuieu, aud three men who had beeu accepted nolo excused fruui ooivloo. Ou Dec. 1Kb, the case was opened with the fol fowl ng Jury: George P. Shay, Oscar P. Brooks, C. Bolsman, Frank B. Lusk, O. S. Welnborger, Frederick G. Luue, Clark Bruce, mnuu Wadlelgh, Juhu F. Larsou, Mlcheal Comlou, Al fred Woodard aud Oscar Beuaou. Assistant Prosecuting Attorneys Bot tuiu, Wickum and Soanlan conducted the case for tho state, with ex-Judge Wing and Attorney Donahoo for tho de fense. One of tho the most important witnesses to appear for tho prosecution was Mrs. Andrew Foy, wife of a brick layer. Mm. Foy told of being present at numerous conferences between tho defendant aud her husband, and claimed to have heard numerous conversations betweon them aud other men, which painted to a oiusplraoy to murder Dr. Cronin. Her story was soiiBatloual In tho extreme, but tho defence Introduced testimony to show that Mrs. Foy had written to a former attorney for tho de fense, threatening to tell a damaging story, unless she be liberally rewarded. Her sanity was also called In question, and her Intense hatred fur her husband, to whom her testimony was most dam aging, was shown. Her ovldeuco was perhaps tho strongest of any presented by the state, as she told a complete story of the killing. Her testimony was that Martin Burke, now dead, aud the missing Coouey did tho actual killing, while Gorman O'Sulllvan stood In the yard, and a policeman guarded tho door. Coughlin, sho said, arrived at the Carlson cottage, shortly after the deed was done. Iu attempted corrobo. ration of Mrs. Foy's story, Mrs. Hualo was called, and testified that she saw Foy and Coughlin together on May 12, 18S0, near the Carlson cottage. The defense, however,lntroduced testimony to show that on the day In question, Mis. Jlortoa was sadly Intoxicated. A new and sensational witness was introduced by tho state, In tho person of Frank Bardeen, an electrical engi neer. In May 1880 he was employed at tho Kdgewater Electrical Light Plant, past which, tho wagon, bearing the remains of Dr. Cronin, was as sumed by the prosecution to have gone. Bardeen said that about two o'clock on morning of May 6th he heard a wagon pausing. He turned on an electric search light, which was fixed above tho door, and in the glare he saw, ho said, a wagon in which was a large chest or trunk, Behind the wagon walked two men, he claimed, one of whom he Identified aa Coughlin, Bardeen'a testimony was savagely attacked by the defense. It was shown that no train ran at the hour he said he left Edewater the morning after he saw the wagon, aud evidence waa In troduced to show that no moon waa yUlbleoo the sight la fjueatlon, ! Several days were were consumed by the state in rebuttal evidence and lengthy speeches were made by couucil. Ho is a caudidnto for congress and takes the most advanced PopulUt grounds. His proposition to pay all public eerv; nnts-on a sliding scalo according to tlfo price of wheat and wool, was novelty. As ho explained It, If a mail clerk gets n thousand dollars and wheat Is a dol lar a bushol,uud wool 20 cents n pound, when wheat goes to fifty cent 8 and wool ten cents tho salary should only bo J500 a year. Tho proposition is to mako products it legal tender fi r wages. Of coin-no, this would apply to laborers and tho man who got (1.50 n day when wheat win r. dollar and wool 20 cents, would have to taku 00 cents a day when wheat Is 40 cents u btisliel aud wool 8 cents n pound.
