Tbe court held that the general law passed at the last session of tbe legislature providing for "a more convenient mode of making assess ments and collecting taxes" bad tbe effect to repeal the provisions of the Astoria charter investing the common council of that city with power to assess property and collect taxes for municipal purposes. Under the provisions of tbe general act the power of the city in reference to taxation is confined to the levy, the assessment and collection of tbe city taxes now devolves upon the county officers.
